Cops Question Connecticut Mom Who Let 7-Year-Old Walk a Mile
"She is way too young to be walking this distance by herself," said the cops.

It was the spring of 2021 in New Britain, Connecticut, and Julie-Ann Toalston was in carpool mode. She had her four kids in the car and planned to stop at her sister's house to pick up three nieces and nephews; the kids all attended the same magnet school.
Everyone was in the car and ready to go, but Toalston's seven-year-old daughter Vesper had a meltdown. (It somehow involved having chosen the wrong costume—pirate—for superhero day.) Vesper refused to buckle her seatbelt, so Toalston ordered her to walk home to face dad. It was a little less than mile back to the house.
Relieved, Vesper headed off, and mom drove on.
Toalston's phone rang on her way back from dropping off the rest of the kids. The New Britain police had Vesper, and wanted Toalston to retrieve her.
"I was fully expecting to thank the police and bring Vesper home," says Toalston. "But that did not happen."
Instead, when she arrived at the station, she learned that a crossing guard had seen Vesper walking unsupervised and called the police. After Toalston explained the situation to them, one of the cops said, "Hold on, now we have to corroborate this story with your sister."
They swiftly ascertained that Toalston was telling the truth, but wouldn't let the matter go.
"'She is way too young to be walking this distance by herself,'" Toalston recalls one of the officers telling her.
Toalston did not agree that a seven-year-old was ill-equipped to walk less than a mile on a mild spring day. But she bit her tongue and followed the cops' orders to drive home.
They followed her.
The officers parked in her driveway for about 15 minutes.
"I think that's when they were calling the Department of Child and Family Services (DCF)," says Toalston.
Before they left, one of the officers—the nicer one, she says—came to her door. "I have two kids myself, so I know what it's like," he said. "But I wouldn't let them do this either."
As quickly as she could, Toalston shut the door. Later that same day, a caseworker from the DCF called.
"I told her the whole story and you know what she did?" asks Toalston. "She laughed."
Nonetheless, the caseworker asserted that she was required to investigate the situation and make three separate visits to the family.

Suffice it to say, this entire ordeal was a significant waste of Toalston's time—and a poor use of the state of Connecticut's resources and manpower. Government employees should not be paid to hassle stressed parents who aren't actually placing their kids in any real danger.
A new law being proposed in Connecticut would prevent this. The "Reasonable Childhood Independence" bill introduced this legislative session specifies that "neglect" is when you put your children in serious, obvious, and likely harm—not any time you take your eyes off them.
With the help of Let Grow, the nonprofit I co-founded, four states have passed Reasonable Childhood Independence laws. Connecticut is on Let Grow's priority list this year.
Luckily for Toalston, New Britain police did not file charges against her, and DCF declared her case closed. Still, the experience has shaken her. These days, when Toalston's daughter, now nine-years-old, wants to go play outside, mom warns her not to engage with other people.

The fact that States think they need to pass laws to deal with this issue means we are winning the battle but losing the war to remain free. Freedom is grass roots and cannot come from the State. Police action was fine up until some Stasi decided to call in child services; people should be demanding the manager of child services be fired - not pass some law that allows the manager to remain and find other ways to harass innocent people.
In my state they passed a law that allows cops to ticket the parents of any kid under 15 who is on a bicycle without a dorky helmet. Thankfully I've never heard of it being enforced.
I'd suggest that any child under the age of 18 who's parent allows them to wear a helmet while riding a bike should be liable to endangering the child's mental health.

Depends on where you live. My folks live in a neighborhood where it's only local traffic, and kids are out and about all the time. A dickhead cop would have a field day. Where I live there are kids at play, but they stay close to where they live. Mostly because, although it's a residential street, people cut through at 50mph on a regular basis. I'm surprised no children have been killed.
As far as the park goes, unsupervised kids do draw attention. As do adults without kids (It's against the law in many places to be in a public park without children).

Yeah, one of the things this article fails to mention is that New Britain CT is a pretty high crime town, it isn’t some bucolic suburbia like everyone thinks Connecticut is. Also there have been a lot of pedestrian deaths in near by West Hartford, a lot of unsafe high speed driving has been happening. I live in an area that is labeled semi rural, but there has been a population explosion so there is a lot more traffic than there used to be, and people have become really aggressive. Just recently I saw a story about a girl in Texas I think who was around 8 and she was abducted from in front of her house by the UPS driver, and murdered. Yes, I had a free range childhood, but from that experience I know that kids make dumb decisions all the time and we children probably needed more supervision than we got.

In the late 60's, until I was in 2nd grade, I used to walk from Rittenhouse Square in Philadelphia to my Quaker school on 17th and the Parkway. For third grade, my parents transferred me to an Episcopal school in Upper Merion. I walked from our house to Suburban Station on 16th and Market, stepping over bums (now we call them homeless people) on every corner, took the Paoli Local, walked from the train station to the school and did the whole thing in reverse late in the afternoon.
This all helps you develop valuable skills such as risk management and many others from an early age. What a loss for our youth who will never learn to become adults, or what we used to call being an adult.
Which is why we now have the phrase “Adulting is hard.”
In the 1950s, my dad used to walk to and from elementary school carrying his double barrel 410 with a .22 under. He would hunt rabbits to supplement the family protein budget. It was a couple of miles through wood and field.

I used to walk to elementary school in the early 90s. It was probably about a mile and there was a network of trails between neighborhoods and not near roads. Was normal.
I'd walk about a mile and quarter to junior high school in the very late 1980s. A good portion of the street I used didn't even have sidewalk. That was 6th grade. In 7th and 8th grade, because we were allowed to by the school, I rode a bicycle to/from as it was a bit faster.
I would walk five hundred miles.

My daughter walked or biked to school every day all by herself at that age, about 3/4 mile.

Google pay 200$ per hour my last pay check was $8500 working 1o hours a week online. My younger brother friend has been averaging 12000 for months now and he works about 22 hours a week. I cant believe how easy it was once I tried it outit..
