Free Market Think Tank Names Georgia Electric Vehicle Plant the 'Worst Economic Development Deal of 2022'
Rivian, an electric truck manufacturer that hopes to compete with Tesla, received a lucrative deal to build a new factory in Georgia despite concerns about its finances.

The Center for Economic Accountability (CEA) is a nonpartisan think tank that opposes corporate welfare. Each December since its founding in 2018, the CEA names the "Worst Economic Development Deal of the Year." And in a year with three times as many projects with billion-dollar state development subsidies as the year before, an electric vehicle (E.V.) factory in Georgia outran the competition.
When two out of every three E.V.s sold in the U.S. is made by Tesla, there is room in the market for competitors. Irvine-based Rivian is one of the most promising, with high-profile investments from Ford and Amazon, including a deal to manufacture 100,000 all-electric Amazon delivery vans by 2030. The company makes luxury all-electric trucks and SUVs from a single factory in Normal, Illinois. To expand its operations, it announced in December 2021 that it would be opening a second factory in northeast Georgia. In exchange, state and local officials, including the Georgia Department of Economic Development (GDEcD), crafted a package of tax credits and state incentives valued at $1.5 billion.
In the report, CEA President John Mozena charged that "bureaucrats and elected officials completely failed in their responsibilities to the state's residents and taxpayers" by approving the deal.
In an interview unrelated to the CEA report, GDEcD general counsel Andrew Capezzuto told Reason that the $1.5 billion is an estimate on the total amount of incentives Rivian will receive over the life of the 25-year lease agreement, tied to specific performance milestones like spending $5 billion on development and creating 7,500 jobs.
Mozena accused the state of making "a massive, speculative investment of taxpayer money in an early-stage company in a highly competitive and government policy-dependent industry." Indeed, since a sky-high initial public offering (IPO) in November 2021 netted the company billions in capital and an $85 billion valuation, Rivian's stock has plummeted, currently trading at less than 20 percent of its price a year ago. While it had over $16 billion in the bank last year, it has lost more than $5 billion in 2022.
Over that same amount of time, several E.V. manufacturers saw similar shortfalls: After becoming only the sixth trillion-dollar company in U.S. history in October 2021, Tesla lost two-thirds of its value in the year since. Lucid Motors, another competitor similar in size to Rivian, lost more than 80 percent of its value in 2022.
Each company is dealing with many of the same problems, including inflation and supply chain tangles that make it difficult to source parts. Over Christmas, Tesla shut down its Shanghai plant due to a COVID-19 outbreak.
The CEA report predicts that based on the volatility of the sector and Rivian's particular challenges, $1.5 billion worth of incentives is a bad bet for a government to encourage the building of a brand new factory. It instead advocates "free-market-based reform of state and local economic development initiatives."

This is a perfect example of missing the forest for the trees. Yes, absolutely, we should not be subsidizing speculative businesses (tree). Nor should we be using taxpayer money to direct their capital outlay behavior (tree). Especially when we have myriad examples of such “investments” failing to pay off (myriad trees).
But this forest shouldn’t fucking exist. None of this should be happening. Rivian should be a small, scrappy company in Irvine still testing their concepts in prototype markets- perfecting their design. Instead they are building massive factories that roll out 12,000 trucks a year- 100% of which needed to be recalled because they can lose total steering control while driving.
The forest here is a Central Bank working too closely with the Federal Government. For ten years, they have staved off economic hard times with massive QE. That massive QE has made bonds un-attractive “safe” investments. That has made speculative equities the only way for “low risk” returns and has made wild-ass-bets like Rivian the only place for “medium-risk” returns. Anyone who wanted to avoid losing money had to bet on these extremely speculative “outperformers”- and those big investors have every reason to talk to their friends in Government to ensure that their bet gets these subsidies and handouts.
Without QE, Ford and Amazon wouldn’t have billions of dollars to pump into Rivian. Rivian would not have billions to pour into buying up microchips away from companies with real, successful but stable products.
This isn’t about some government crony scratching the back of some fancy tech company. This is about a monetary system that is spiraling out of control, continuously feeding back on itself. Bad production decisions create weakness. Government tips the scales to favor certain bad decisions and the Fed pumps money into the system to shore it up. Investors continue to fund speculative investments, which means more bad production decisions that create even more weakness.
We saw this happen in Japan already, and the US is following the exact same god damn path.

The oil industry knows this, too. That is why after closing refineries during COVID, it chose to buy back stock rather than invest in increased refinery capacity. (It did double the number of drilling rigs in operation, but a lot of that is relatively small producers and a lot of the oil will be exported.) Big Oil knows that gasoline is not a long run winner in the market.

Speaking of being a brainless cunt…the actual cost of a replacement battery for the Lightning is ~$4,400 + ~$640 in labor, for just over $5,000…and that’s the extended range battery. The regular one costs less. So you exaggerated the cost by at least ~500%. Also, the warranty covers the battery for 8 years/100,000 miles, whichever occurs first, for at least 70% of its original capacity…so your “every 3 years” claim is bullshit as well for anyone who isn’t driving > 33K miles every year.

What happens when people realize that mileage works the opposite for their eF-150 than on gas? In ICE cars, gearing means that most fuel is used starting and stopping, and efficiency is gained during cruise at highway speeds. In EVs, efficiency is gained in starting and stopping (via regenerative breaking) and cruising (highway speeds) is where you spend the most of your power. As a result, a major proportion of F-150 users will find the lightning woefully lacking. It likely can't tow more than 100 miles between charges.

Like the Rivian, the Lightning will be perfect for the posers who put roof racks and bush tents on their trucks that they never use. But even weekend warriors who intend to drive an hour out of town to the local camp-sites will be white-knuckling between charge points.

Your understanding of how most pickup trucks are used in the U.S. is lacking. The overwhelming vast majority of such vehicles never tow anything, and most are used to haul stuff from Home Depot/garden centers/etc. And most of the ones that are used to tow things aren't towing long-distance. So, yes, there are segments of the truck-buying population for which EVs don't make sense (at least with current battery technology). But those segments do not represent the bulk of pickup sales in the U.S.

It’s not clear to me how offering incentives hurts the taxpayers. What happens if the company goes belly up and doesn’t keep its end of the deal? If the incentives are tied to performance and the company fails to perform, how does it cost the taxpayers?
What authority does the government have to give certain companies incentives for certain behavior? Why do you think those decisions will be more likely to be correct for the market instead of creating more cronyism and corruption?
Tax incentives are a lesser evil when the same government is handing out direct subsidies to companies even closer to failure than Rivian.

The time for the federal government to strip these EDAs of their tax exempt status was long ago. Ditto stadium authorities. Limit tax exempt bonds to securities backed by the full faith and credit of a real governmental unit. This is of course politically impossible as there is such a big lobby for corporate welfare and voters want to subsidize their sports teams.

Tesla has received literal billions in government subsides over the years, why not Rivian too? All these coal-powered car companies are propped-up by our government for some reason. I've done something very few of you have....spent a weekend with a Rivian truck. The drive and ride are incredible. Tons of great features. However! It's not ready for long weekends in the back county. Towing issues for all EV trucks need to be solved. For the 80% of the time I use a truck it's great. Towing and back county... You need a gas or diesel. Price isn't that much more than a comparable F150 or Silverado. Just sharing some first hand observations.
The Ford version got only 85 miles towing a small camper .
It's a good thing our infrastructure is all geared up for EVs.
