Review: Try and Fail To Build a Virtual City in Sim Nimby
Eventually the player realizes nothing is getting built and quits.

City building games have gotten ever more intricate. But if it's realism you want, you can't go wrong withΒ Sim Nimby. The online parody ofΒ Sim CityΒ doesn't have particularly impressive graphics or great gameplay. But it does teach users what it's like to be a big city developer in the real world of intrusive government driven by overreaching neighbors.
Anyone trying to construct an apartment building, road, or rail network will get hit with a series of obstructing pop-ups screaming "Won't someone think of the property values!," "Keep our local fiefdom weird!," or "Live, laugh, love showing up to these town halls and stopping your building." Eventually the player realizes nothing is getting built and quits.
The game, created by two Brooklyn ad workers fed up with anti-development sentiment, is as funny as it is accurate. NIMBY ("not in my backyard") activists have practically fossilized America's cities and suburbs with regulations and layers of bureaucratic process. As a result, new homeowners, renters, and small business owners pay inflated costs for their space. Short on cash, these cost-burdened urbanites can at least playΒ Sim NimbyΒ for free.

I admit Iβm a bit of a weirdo in that if someone were to propose, say, a molten salt atomic plant or a hydrogen refueling station or a museum β Iβm totally YIMBY, yes please YIMBY! But if they propose a shopping mall or needle exchange clinic, Iβm a typical NIMBY. So if consistency is key to being a curmudgeonly urban buffoon, Iβm woefully lacking.

I understand the sentiment, but to me it's not my property and I have no moral right to tell others what they can or cannot do with their own property.
Externalities are another matter. If there is an actual negative impact on me, then let's try to find a solution. But quite frankly, most of those imagined negative impacts are just that, imagined. That shopping center is going to take traffic into account. They don't just build in the middle of a residential area for not reason at all. They're going to build in a commercial area with appropriate streets, and at the end of your cul-de-sac.
Shopping malls are completely a function of massive one purpose zones. Don't need the massive parking lot if customers are nearby.
OTOH - would you really object to a one or two block mixed res/comm zone surrounded by residential? Those are the things that are illegal to build now. The ones that still exist in cities were grandfathered in when those were the street car stops.

Sounds like a lot of work, you could just call State Of Decay -> Decay Of State, play as an antagonist, and call it a day.
Instead of the protagonist collecting abandoned resources, saving and teaming up with native NPCs and establishing order to defend their town against the roaming undead, the "protagonist" tears down "abstract social constructs" in order to provide "greater liberty" to "refugees of undocumented living status" and simply allows them to pile up the dead bodies of native NPCs.
If you really wanted to go above and beyond, maybe enhance the ability for the minority and female main characters to assault some of the native NPCs for being too white (IIRC, friendly fire is largely lacking)... for diversity or modern reimagining purposes. Making the military factions simultaneously *more* diabolically malevolent *and* chaotically inept for diversity/inclusive purposes would be a nice touch.
