I've been reading a fun book, Highway Heist, detailing government roads in the US since inception. Amazing how Jefferson, for instance, so quickly switched from "The Constitution doesn't allow the feds to fund highways and canals, that is a state function" to "Where do I sign?". Even into the early 1800s, some of the opposition was not based on principles but that because tariffs were the main government income, government funding meant raising tariffs, and the South hated tariffs. Plus some Southerners said if the government could stick its nose into building roads, it could free the slaves.
1787 is the date you're thinking of. The phrasing "establish post roads" was specifically chosen to not include funding or building roads and still passed by only a single vote, with the objections being precisely what happened, it being used to justify actual construction; the proposed additional "a power for cutting canals where deemed necessary" by Benjamin Franklin was rejected 8-3.
Well, fair enough, though I did have an implicit "and still have things be vaguely recognizable to me of today" in my head when I wrote that. I don't know that I can properly imagine a world in which we never traded the Articles of Confederation for the Constitution.

Saying that the statement "America is a systemically racist country" is "CRT-related" is like saying the statement "Capitalism is the best economic system yet devised" to be a statement that is "libertarian-related". Most libertarians of course would agree that capitalism is the best economic system, but that doesn't mean a person who believes that capitalism is great is necessarily a libertarian. Similarly, a belief that America is a racist country is likely a belief that most critical race theorists would agree with, but one does not have to believe in CRT to believe that America is a racist country.
