The Swiss government said it might fine and jail people who heat their rooms above 19 degrees Celsius (66.2 degrees Fahrenheit) if they use natural gas to heat. Fines would start at 30 Swiss francs ($31 U.S.) a day and go up to 3,000 Swiss francs ($3,112 U.S.). Those found guilty could face up to three years in prison. Those who set gas water heaters above 140 degrees Fahrenheit face the same potential fines and prison terms. Government officials said these are among the policies that could go into effect this winter if they ration natural gas because of the Russia-Ukraine War.

So, the Swiss police will have to do random no-knock dynamic entries of random homes to see if the thermostats are legally set. Otherwise, the heat thieves will quickly reset the temperature before answering the door.
If I had to guess, it's not an actual temperature requirement. A government bean counter has created a formula to determine what temperature a house will be if you supply X amount of gas to it based on its size. If your house goes over the limit an inspection will be sent or you could simply be automatically fined, even if your house is not warm enough to meet the standard because it doesn't fit into The Man's neat little formula.
The same formula for gas/heat consumption will be applied after your door has been blasted off its hinges.
Doesn't everyone in Switzerland own a gun? Maybe the government thugs would be less likely to go door-to-door.
Many modern thermostats are ... on the internet. That's basically what a "smart" thermostat is.
Infrared cameras will give them probable cause.
Internet thermometers? Infrared cameras? Random inspections? Nah, no need.
Nothing works as well as a pervasive network of informants, including children informing on their parents.

Only a few years back, Switzerland ranked as one of the freest countries on the planet. Over the past couple of years, the Swiss have been charging like lemmings to a cliff to become just one more post-Enlightenment, national socialist democracy.

It's too bad the majority of the The Greatest Generation is dead and gone. It would be interesting to have a national conversation about Victory Gardens and rationing to fight *World* War*s* and the century of 'progress' that's led to heat rationing in order to free a tiny sliver of a near-3rd world shithole.
The rationing would happen anyway, since the primary cause is reliance on unreliable wind and solar power. Putin is the one who started the war, not Ukraine, and Putin is the one losing his mind and threatening nuclear war.
In a sick sort of way, maybe Putin has done the world some good by pointing out the insanity of expecting to run modern civilization with wind and solar for power. At least the Swiss still have their nuclear plants running, unlike the Germans who have shut down almost all of theirs.

And, to my point, by 20th Century standards, his methods aren't that sick. Like, total casualties on both sides, including civilians, in the Donbas is several fold less than US casualties in Vietnam or Iraq/Afghanistan. Moreover/more centrally, somehow despite decades of 'blood for oil' in the ME, nobody in the US had to freeze to death to beat Saddam.
You cannot compare a six month war of conquest and defense to a 20 year revolution and civil war with multiple countries intervening.
In many ways, the Ukraine war is a throwback. It's a naked war of conquest explicitly to expand the Russian empire, rather than a proxy war between greater powers or a police action. It's a war between two armies, rather than a guerilla resistance against an overwhelming foe. Whatever you feel about the Ukrainian government, this is a war a a definitive aggressor and a definitive victim.

Saying 15,000 deaths is incomparable to 20,000 or 60,000 deaths is not congruous with the statement “Whatever you feel”. Regardless of what I feel, the expenditure of lives and resources, in terms of absolute lives and measurable tons, in the conflicts of the 20th were more immense both absolutely and relatively to the expenditures in Ukraine thus far.
The point is abject mismanagement. Several coalitions of the world’s largest governments spent orders of magnitude more lives and resources in an era when both were more scarce than they are today and nobody was forced to turn down their thermostats. Now, in an era of more abundance of both lives and resources, a regional conflict requires non-involved nations to enforce energy rationing? Gross and critical mismanagement is the only explanation.
Edit: *You* may feel that any cost should be expended so that the Ukraine wins. That's actually rather fundamental to the mismanagement.
