Never been to Australia, but seems odd to me that one needs to declare such items. I certainly have never needed to declare my half sammich when entering France, or Canada, or Germany. Or my half eaten schnitzel when returning via Boston.
But maybe they do things differently Down Under.
Certainly they do in California. When driving (not flying) across the border must declare all fruits and nuts, because California has too many already.
Arriving in the US from Europe you have to declare/dispose of all raw fruits, etc.
Cooked items though?

I'm under the impression that the law just states meat and deliberately avoids wading into the method of preparation. It should still have an out with no fine for willful relinquishment or immediate consumption.
