CBO: Biden's 'Build Back Better' Plan Will Add $367 Billion to the Deficit
The Congressional Budget Office's analysis of the bill is unlikely to prevent its passage through the House. A vote could happen later tonight.

For months, the White House has been promising that President Joe Biden's massive social spending package would be fully paid for—that is, that tax increases and other revenue-generating aspects of the "Build Back Better" plan would fully offset the nearly $1.7 trillion in proposed new spending.
We now know that's not true.
Biden's plan will add $367 billion to the budget deficit over 10 years, according to an analysis released Thursday by the Congressional Budget Office (CBO), Congress's nonpartisan number-crunching agency.
That figure comes with two big caveats: one that could increase the bill's impact on the budget deficit, and one that could reduce it.
Most importantly, the $367 billion figure could be significantly higher if not for a series of gimmicks written into the proposal intended to game the CBO's scoring system. As Reason has previously covered, several key components of the plan are technically being implemented on a temporary basis, even though it is obvious that Congress will eventually make them permanent. Those arbitrary sunsets and temporary extensions help to hide future costs since the CBO cannot forecast costs over 10 years for programs that are technically only supposed to operate for a year or two.
Even with those gimmicks, and despite provisions that would raise taxes by more than $1.2 trillion, the overall package falls short of Biden's promise not to add to the deficit.
The second caveat has to do with the part of the proposal that would beef up IRS enforcement in order to collect taxes that are owed but not paid. The White House argues that $80 billion in additional funding for the IRS will generate $400 billion in new revenue over the next 10 years—enough to fill the hole that the CBO projects the bill will create. The inclusion of that additional revenue will "make it clear that Build Back Better is fully paid for," Treasury Secretary Janet Yellen said in a statement on Thursday evening after the CBO analysis was released.
This is almost certainly bullshit. The CBO's own, separate assessment of the component of the bill that deals with beefed-up IRS enforcement projects just $207 billion in new revenue as a result of the tax crackdown. It's also worth keeping in mind that other, similar attempts at closing the so-called tax gap have fallen well short of expectations, as Reason's Matt Welch has previously explained.
Even if you include that extra $207 billion in new revenue, the CBO's final assessment means the bill would add about $160 billion to the deficit—and that's before extensions of those temporary provisions, which could double the overall cost of the package, according to the Committee for a Responsible Federal Budget.
In the short term, that may make little difference. Speaker of the House Nancy Pelosi (D–Calif.) told reporters on Thursday that the House would vote on the bill later tonight, and it is expected to pass.
But the CBO's assessment of the bill likely further complicates the "Build Back Better" plan's already murky chances in the Senate, where at least two Democrats have cited concern about the federal deficit as being part of their opposition to the spending package.
The long-awaited CBO analysis of the "Build Back Better" plan isn't the last word in this debate, but it makes clear that Biden's spending plan will increase the deficit—despite the fact that Democrats have tried to put their thumbs all over the scale.

People who are surprised by this are uninformed--and they've been ununiformed on that point for a year and a half at least.
I just posted on this in the other thread. Here's the abbreviated version:
1) Five moderate Democrat holdouts in the House promised to back the budget reconciliation bill provided: a) the progressives brought the infrastructure deal up for a vote, b) The bill was brought up by November 15th, and c) The CBO scored the costs of the bill in line with the Biden administration's projections.
2) Although the projection of adding $367 billion over ten years is more or less in-line with the Biden administration's projections, the budget reconciliation bill has a lot of gimmicks. If the bill says that universal preschool is only funded for five years, that's the way the CBO scores it--even though everyone knows that Congress won't cut that programs off for working women everywhere once the program expires five years from now.
3) The bill will sliced and diced in the Senate by Manchin, Sinema, and the Senate parliamentarian. There are provisions in the bill that can't be passed by budget reconciliation because they aren't budget related (like amnesty for illegal aliens), and it isn't clear whether the version that passes the Senate after it's sliced and diced will still be able to pass in House when they're done.
4) One of the hopes is that the moderate Democrats go back on their word because of the election results in New Jersey and Virginia and because of Biden's declining approval ratings. If the bill doesn't pass, the Democrats are likely to lose 25 seats in the midterm, and if it does, the Democrats are likely to lose somewhere around 55 seats.
That difference of 30 seats will not be lost by progressives in deep blue districts. Those 30 seats will be lost by moderate Democrats in purple districts--and they know it. Surely there are four of them who will see the writing on the wall before the bill comes back to them in the Senate. Surely, there are four of them who don't want to see their careers end.
5) So IF IF IF and when the budget reconciliation bill passes the House tonight or tomorrow, don't lose hope completely. If it isn't passed by Thanksgiving, it's probably dead.

This all happened on the day the infrastructure bill passed.
Pelosi can only lose four votes in the House and still pass a bill without any Republicans voting for it. Five moderate Democrats refused to pass the budget reconciliation bill unless the progressive Democrats let them bring the infrastructure bill up for a vote. The progressives wouldn't bring the budget reconciliation bill up for a vote unless the moderate Democrats promised to vote for the budget reconciliation bill. The log jam was cleared for the infrastructure vote when those five moderate Democrats promised to vote for the budget reconciliation bill IF IF IF the CBO scored the bill in line with the Biden administration's projections.
Now, this is happening.
Ultimately, of course, the blame doesn't really belong to the moderate Democrats in the House, the progressive Democrats in the House, or Joe Biden. Ultimately, the people to blame for this are swing voters. You can't put socialist progressives in charge of the House, the Senate, and the White House, and then wonder why we're getting the most horrifically socialist legislation in 55 years. I mean, they can, but they can't do it without being stupid. And now it's incumbent on us to act.
All our friends and family who voted for Biden and were rooting for the Democrats, and now complain about this bill need to have their faces rubbed in their own stupidity--like a dog that's shit on the rug. They're some of the stupidest people on earth, and they need to be told to their faces. The people who voted for Joe Biden and didn't realize that was likely to mean the Green New Deal are what's wrong with this country. And no one in the media or the political class will ever tell them that, so we have to take it on ourselves to tell them.
I still mostly like that side of my family, so I settle for significant silence during I-told-you-so moments.
But the classic liberals are horrified. I think voter absence will be marked... in all precincts without mail-in voting drives, anyway.
We're not doing our friends and family any favors if they only learn from their mistakes after they suffer the negative consequences. We need them to do better than that, and leaving people you love to their own devices, it's a bit like watching a baby play with a loaded gun. If the kid shoots himself, well, hopefully he'll learn something from his mistake?
The big difference is that when the swing voters make mistakes and don't realize it until after they suffer the negative consequences, they're not the only ones suffering the negative consequences. The rest of us are forced to pay the price for their stupid mistakes, too. I think it's really important to get in their faces about it--from someone who cares about them.
And there's no reason to do it before they say something about it. Just wait until they're sitting around the gobbler or watching football. When they say something stupid about how they can't believe the stupidity of Biden's Green New Deal legislation--when you already know they voted for Biden--let 'em have it for their own good.
Real intelligence is the ability to avoid mistakes. Worms are smart enough to learn from their mistakes after they suffer the negative consequences. Most of us are smarter than worms. We don't need to drive headfirst into oncoming traffic to know it's a bad idea. Progressives aren't that smart, but I won't leave my friends and family to live like worms. If they're acting like worms, they need to know.
I'd argue that the we need to blame the vote counters in swing states more than swing voters for the current outcome.
The people who actually voted for Biden are still the ultimate cause of the problem. Even if they only participated because of pandemic era mail-in balloting and in spite of whatever shenanigans happened with the vote count, these are people who actually voted for Biden for reals. And it's those Biden voters' participation that will let the progressives win again in 2022 or 2024 if they don't learn from their stupid mistakes.
I'm not sure what we can do, ourselves, about mail-in balloting and shenanigans with the vote count, but rubbing the faces of our loved ones in their own stupid shit, when they complain about getting exactly what they voted for, is well within our abilities and our control. To the extent that we failed to persuade our friends and family not to shoot themselves in the leg, we can take responsibility for that. Let's make a commitment to ourselves to do better next time.

You don't need to tell people it's an indefinite program with funding forever. You just need to tell the CBO that the program will only exist for five years, and they can only score it for five years.
Seems like it would be a trivial fix for the CBO to have a rule which eliminates or makes plain that misrepresentation. I.e., fronting annual bill costs vs revenues, in a bill like this one with differential years.
To the extent CBO does not do that, it's fair to hold it responsible for the dishonesty. At best, it's being a willing participant in the misrepresentations of others. Your premise is like saying the bureaucrat isn't crooked because he isn't looking at the thing he's looking the other way for. He didn't see anything, after all.

For those who are interested in a more realistic projection of how much the budget reconciliation bill will cost, The University of Pennsylvania Wharton school put out an estimate of how much the bill will cost--assuming all of the social welfare programs remain as they are throughout the first ten years. Here's a link so you can see for yourself:

So, the bill itself, which only funds some of the social programs for a few years, scores the costs at $2.08 trillion over ten years. When Wharton assumes the social welfare programs are funded for the whole ten year period, the budget reconciliation bill costs $4.55 trillion.
The CBO estimates of the bill are correct. It's just that the bill itself only funds things for a few years--and no one really believes those programs will only be funded for a few years. We'll be out of Germany and Japan before they cut off the funding for those social welfare programs. Another dishonest aspect is that the budget reconciliation bill enacts a full ten years of revenue from their tax increases.
In other words, the bill taxes the hell out of us for ten years to pay for these programs--but at the same time, the bill only funds the social welfare programs for a few years. And then the Democrats want to tell us that the bill won't add much to the deficit because the revenue is covering the costs. That's not a realistic way to project costs or how much this bill will add to the deficit. It's scored the way it's written, but the way it's written is baloney.

The worst part of the ACA was the Medicaid expansion, and we couldn't even get Rand Paul to vote to cut it. Likewise, there is no reasonable expectation that the social welfare programs the budget reconciliation bill creates and expands will ever be repealed.
When free childcare becomes unpopular with swing voting suburban moms everywhere, that's when the Republicans will repeal universal preschool. When the American Federation of Teachers and the National Education Association decide their union members no longer want high paying jobs at the taxpayers' expense, that's when the Democrats will decide to get rid of universal preschool.
The only realistic chance we have to kill a socialist program like that is to stop it from being implemented in the first place.
