Texas Lt. Gov. Dan Patrick Is Right That Democrats Have a Vaccine Hesitancy Problem, but It's Not Nearly As Big As the GOP's

Although Patrick notes that blacks are less likely to be vaccinated than whites, the gap between Republicans and Democrats is much larger.

Texas Lt. Gov. Dan Patrick, a Republican, is taking flak from Democrats for his recent comments about COVID-19 vaccination rates among African Americans. While his remarks, taken literally, were inaccurate, his general point—that vaccine hesitancy is not limited to white Republicans—was correct, as even the fact checkers who criticized him acknowledged. At the same time, that problem is indisputably bigger in the GOP than it is in the other major party.

In a Thursday night interview with Laura Ingraham on Fox News, Patrick complained that "the Democrats like to blame Republicans" for spurning vaccination. But in fact, he claimed, African Americans are "the biggest group" of unvaccinated people in "most states," and "over 90 percent of them vote for Democrats." His conclusion: "It's up to the Democrats," just as "it's up to Republicans," to "try to get as many people vaccinated" as possible.

Since blacks represent about 14 percent of the U.S. population, it would be quite surprising if they accounted for "the biggest group" of unvaccinated Americans. As of late July, according to KFF polling data, whites accounted for 57 percent of that group. Still, it is true that blacks are less likely to be vaccinated than whites. As of August 17, 40 percent of blacks had received at least one dose, compared to 45 percent of Hispanics, 50 percent of whites and 67 percent of Asian Americans. (Those numbers represent shares of the "total population" in each group, including children who are not yet eligible for vaccines; according to the Centers for Disease Control and Prevention, 71 percent of Americans 12 or older have been at least partly vaccinated.)

The picture is similar in Texas. "There are an estimated 5.6 million white people who are eligible and unvaccinated," The Texas Tribune reports, "while the same figure is 1.9 million for Black people, who make up a far smaller part of the overall population." About 44 percent of black Texans have been at least partly vaccinated, compared to 53 percent of whites, 57 percent of Latinos, and 78 percent of Asians. The corresponding figures for full vaccination are about 29 percent, 37 percent, 40 percent, and 59 percent, respectively.

In a Facebook statement he posted on Friday, Patrick said he was alluding to these disparities during his Fox News interview. "Federal and State data clearly indicate that Black vaccination rates are significantly lower than White or Hispanic rates," he said. "Democrats continue to play politics with peoples' lives, pandering to rather than serving certain constituencies. Republican leadership will continue to encourage vaccination without mandates in all populations."

A charitable viewer might conclude that Patrick was making a valid point, although he phrased it inartfully. Democrats, of course, were not inclined to be charitable.

"The Lt. Governor's statements are offensive and should not be ignored," Houston Mayor Sylvester Turner tweeted on Thursday night. Turner also retweeted Vox writer Aaron Rupar's gloss on Patrick's comments, which said he "blames unvaccinated Black people for Covid spread in his state," along with former Democratic presidential candidate Julian Castro's description of that position as "reprehensible."

State Sen. Borris Miles (D–Houston) likewise said "Lt. Gov. Patrick now blames the current surge in COVID on African Americans," adding: "Using minorities as a scapegoat is nothing new for Republicans. This is uninformed, racist rhetoric, and it will not be tolerated."

You can judge for yourself whether that is a fair reading of Patrick's remarks. But it certainly is true that Patrick, like his Democratic detractors, is more interested in scoring partisan points than in painting an accurate picture of vaccine resistance.

In addition to misstating his point, Patrick glossed over the huge partisan divide in vaccination rates. As of late July, according to a KFF survey of adults, 86 percent of Democrats were at least partly vaccinated, compared to 54 percent of Republicans. That gap is much bigger than the difference between blacks and whites. Furthermore, unvaccinated Republicans are more likely than unvaccinated Democrats to say they "definitely" won't be inoculated. Unvaccinated whites likewise are more firmly opposed to inoculation than unvaccinated blacks.

So although it is true that Democrats, like Republicans, have a vaccine hesitancy problem, it is clearly not true that their problem is of a similar magnitude. Furthermore, the deep-seated resistance to vaccination among Republicans is reflected in the way that Republican politicians like Patrick talk about the issue.

"We're encouraging people who want to take it to take it," Patrick told Ingraham, but Democrats are "doing nothing for the African-American community." If people already "want to take" a vaccine, they do not need much encouragement; the people who don't want the vaccine are the ones who need to be persuaded. While Patrick accuses Democrats of "pandering" to "certain constituencies," he is doing the same thing.

Even former President Donald Trump, who has himself been vaccinated and can legitimately take credit for the surprisingly fast development of COVID-19 vaccines, seems to be cowed by the prevalence of anti-vaxxers in his party. At a rally in Alabama on Saturday, Trump delicately introduced the subject, only to be booed by his audience when he recommended vaccination.

"We developed three vaccines…in nine months," Trump bragged. "And it's great. And you know what? I believe totally in your freedoms. I do. You gotta do what you have to do. But I recommend taking the vaccines. I did it. It's good. Take the vaccines."

When that line elicited an audibly negative response from the crowd, Trump again emphasized that vaccination is a matter of individual choice. "You got your freedoms," he said. "But I happened to take the vaccine. If it doesn't work, you'll be the first to know. OK? I'll call up Alabama, I'll say, 'Hey, you know what?' But it is working. But you do have your freedoms you have to keep. You have to maintain that."

This probably counts as Trump's strongest endorsement of COVID-19 vaccination to date. But the anti-vaccine sentiment among his supporters still caused him to vacillate and unnecessarily qualify his recommendation, even allowing that they might be right in thinking vaccination "doesn't work." It should be possible for Republican leaders to forthrightly say they oppose a general vaccine mandate but nevertheless believe vaccination is the best way to beat the pandemic and return to normal life. Their difficulty in clearly delivering that message confirms that, notwithstanding Patrick's implication, vaccine resistance is a much bigger issue in the GOP than it is in the opposing party.

      The emergence of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) variants with mutations in key antibody epitopes has raised concerns that antigenic evolution could erode adaptive immunity elicited by prior infection or vaccination. The susceptibility of immunity to viral evolution is shaped in part by the breadth of epitopes targeted by antibodies elicited by vaccination or natural infection. To investigate how human antibody responses to vaccines are influenced by viral mutations, we used deep mutational scanning to compare the specificity of polyclonal antibodies elicited by either two doses of the mRNA-1273 COVID-19 vaccine or natural infection with SARS-CoV-2. The neutralizing activity of vaccine-elicited antibodies was more targeted to the receptor-binding domain (RBD) of the SARS-CoV-2 spike protein compared to antibodies elicited by natural infection. However, within the RBD, binding of vaccine-elicited antibodies was more broadly distributed across epitopes compared to infection-elicited antibodies. This greater binding breadth means that single RBD mutations have less impact on neutralization by vaccine sera compared to convalescent sera. Therefore, antibody immunity acquired by natural infection or different modes of vaccination may have a differing susceptibility to erosion by SARS-CoV-2 evolution.

          Why yes, I did copy-paste the abstract from the linked article. I don't need to explain its significance to you, do I? Oh well, maybe I do. The significance is, natural immunity does not confer the same type of benefits than immunity from vaccination. The antibodies that you get from vaccination are more targeted to the spike protein of the virus, and therefore are broadly more effective against variants than the antibodies from natural infection.

              There is no such thing. Neither vaccines nor natural antibodies are magic bullets that can stop all infection and stop all transmission.

              Both natural antibodies and vaccine-generated antibodies *reduce the chances* of getting sick and spreading the disease to others. Natural antibodies tend to target the virus variant that the individual was exposed to, may or may not target the spike protein, may or may not be effective against variants, and are of highly variable quality and quantity. Vaccine-generated antibodies are more uniform in quality, target specifically the spike protein, and are more broadly effective against more variants, though it may be less effective against any specific variant. They are two weapons that can be used to fight against an infection.

                There is no such thing. Neither vaccines nor natural antibodies are magic bullets that can stop all infection and stop all transmission.

                He's not saying either one does; the word more means he's asking a question of relative benefits of each.

                With Delta, natural immunity beats the pants off the vaccines. That's pretty obvious from the macro data even if there aren't any published studies on the matter. But I agree with your last sentence; these things should be accounted for in tandem.

                And with how effective the vaccines are at preventing hospitalizations in peer groups, Delta's spread among the vaccinated population is a huge net benefit.

                Vaccines are great, but the protection provided is short-lived. Assuming you're mostly healthy, after getting it you should want to get exposed to COVID so as to reinforce its protection with the deeper natural immunity. But this is still being looked at as a negative by those charged with guiding our response.

          Historically prior infection has always (or nearly always) proven more effective in preventing reinfection and transmission than a vaccine. The common sense prior in this situation is that the vaccine will be less effective than prior infection. Perhaps the data will show otherwise, but it isn't in yet.

        Makes sense, Jeff. And if people would lead with that, they'd receive a lot fewer objections. The vaccine protects against a wider array of strains and even if you have already had the disease, it's another layer of protection due to coronaviruses giving soft immunity, which can be built up over multiple exposures.

        Instead, they are led on with insults, while the government and media does everything in its power to show people that the vaccine doesn't work. It doesn't matter what they tell people, since their actions show that they have no confidence, and actions speak much louder than words. Maintaining mask mandates, paranoia about interacting with unvaccinated people, and high profile cases of COVID among top level officials. All of these clearly indicate low trust in the vaccine's efficacy. Recorded statements by Biden saying that he wouldn't take a "Trump vaccine" aren't helping anything.

        A better tactic would be "just get the vaccine and get back to work". Indeed, many businesses have signs "vaccinated people do not need to wear masks". That gives the carrot and shows that it works. It's probably too late to change tactics now.

        I don't need a degree in epidemiology or virology to understand that, by their own statements, broader targeting of epitopes makes immunity more future proof and vaccine-derived immunity targets a small subsection of the viral genome relative to convalescent immunity (but targets the small subsection better!(?)).

          Still, their reasoning here:

          This greater binding breadth means that single RBD mutations have less impact on neutralization by vaccine sera compared to convalescent sera.

          Is spurious. If convalescent immunity is targeting other more/other epitopes, it would stand to reason that it would withstand more mutation in any one epitope or group of them.

          It's really a shitty study (and why I suspect it was published in Sci Transl Med rather than JAMA) as we have variants and, even if we didn't, it's easy enough to generate them and, somehow, they don't bother to assess the future-proofedness against a 'future' that has already come to pass.

      Given the novelty of the vaccine platform (modified mRNA, novel adjuvants, and/or novel adenovirus delivery), people at low risk from COVID might consider waiting a few years after FDA approval as well.

      The FDA regularly takes drugs off the market after several years because they are discovered to be just too risky.

        Well the latest data are that people over 50 are 17 times more likely to die from COVID if they are unvaccinated. Which would seem to make it a no-brainer to get the shot, except that the death rate is pretty low to start with (0.6% or so). And the long-term effects of the shot are unknown. And a lot of people get sick for a day after getting it, vs. getting sick for a few days if they catch COVID. And of course a small number of people have died from reactions to the shot. So it's not too surprising that younger people in good health might decide not to.

    The Democrats, the bureaucrats, and the news media burned through whatever credibility they had long ago, and these are the consequences. First you convinced the white, blue collar middle class that you hated them for being sexist, xenophobic, homophobic, and racist, and then you smeared them all as insurrectionists for questioning the election results. You lied about the probable origin of the pandemic--and prohibited people from talking about it on social media. You're trying to force them to wear masks--even if they're vaccinated--on the basis of questionable interpretations of very little data. And now you wonder why Republicans don't believe whatever you tell them and wonder why they're reluctant to do as you say?

    The reason the townspeople don't come running when you cry wolf, anymore, is because they're smart. If you didn't know you were trashing your own credibility every time you lied to them and treated them with contempt, that's probably because you're stupid. This is like a progressive being shocked by the entirely foreseeable and entirely foreseen consequences of progressive policies.

    Yes, it turns out that the choices you made have consequences in the real world, and one of the consequences of destroying your own credibility with TDS, not only over the course of the pandemic but also the whole time Trump was in office, means that when it's over, you have no credibility anymore. How's it feel?

    Ultimately, I don't know if there is a solution to a whole class of Democrat politicians, bureaucrats, and their fans in the news media willfully destroying their own credibility. The reason you're supposed to avoid drunk driving is because after you've killed an innocent child with your choice, it's too late. You're supposed to avoid foolish choices for fear of the negative consequences before they happen, and the negative consequences of selling your credibility short is supposed to be a lack of credibility.

    Maybe Democrats, bureaucrats, and their fans in the news media can take solace in the realization that future generations will always look back at their disgraceful behavior over the last five years as a textbook example of what happens when the government, the experts, and the news media completely destroy their own credibility. Their monumental contempt for average people, their outright lying, and their profound stupidity should be remembered forever.

            When masks don't work 100% of the time, then masks turn into a tool to socially condition and oppress people. They're going after governors in other states for trying to stop private companies from discriminating against those who aren't vaccinated, but I can't seem to find anyone anywhere in California who cares whether I'm vaccinated.

    It really does not matter is various groups of people are hesitant about getting the Covid-19 Vaccine. The fact is that people are individuals and individuals should have the right to decide for themselves if they want want to get the vaccine.

    Personally I made the decision for myself as an individual to get the vaccine, but mandating that people must get the vaccine is an extremely dangerous and foolish idea.

    For one thing, once there is a vaccine mandate and vaccine passports they will never go away even if Covid-19 is completely eradicated. Once the door is open the authoritarians on the Right and the Left will choose the next item that we will be forced to comply with.

    We as individuals need to retain the sole rights over our bodies and what we decide to consume and what drugs we will allow to be injected into us. Stop trying to manipulate us, simply give us the facts and let us make or decisions.

    The reality is that the Pro-Vaccine crowd is not even consistent in their own logic. It fairly easy to determine that they are trying to manipulate us and apparent that they feel that they must lie people because they assume that everyone else are stupid.

    It not that the Anti-Vaccine crowd is without fault, but the majority are not attempting to stop other people from getting the vaccine, but rather want to retain their right to decide for themselves.

    If I had to stereotype the two sides, the Pro-Vaccine crowd would be authoritarians and the Anti-Vaccine crowd the oppressed. Of course there are people like myself who got the "Jab", but do not want others to be forced to to get the "Jab" or to be treated as second class citizens because they made their personal decision differently than I did.

      What are the lies that the "pro-vaccine" crowd has actually made? Unlike what some people around here like to claim (e.g. R Mac), the "pro-vaccine" crowd, at least those in a position of authority, has never claimed that the vaccines are 100% safe and 100% effective 100% of the time. There ARE risks with the vaccines, it is still possible to get sick even if vaccinated, they are not a miracle cure. But, overall, they are better than the alternative, i.e., going to the hospital and getting a tube shoved down your throat.

      And it is not about assuming "everyone is stupid". It is true, however, that most people do not have advanced degrees in biochemistry, genetics, virology, and immunology. Here is the CDC webpage on the vaccines:

    The biggest problem with claims about a partisan divide in vaccine uptake is that they assume the KFF survey was remotely accurate to begin with. The second-biggest problem is that they assume that if it was accurate, it is still up-to-date enough a month later to still be worth citing as a source.     If 90% of whites were vaccinated and only 40% of blacks were vaccinated, what would change in the long run? Vaccines don't stop transmission (which was considered misinformation not that long ago). Blacks and Latinos would just infect each other in their communities. America is as big as western Europe, and cities like LA are densely packed. The cycle is only delayed.

    Who should be more urgently vaccinated - the gen pop, or patients and personnel in nursing homes? A gazillion white people who live in suburbia, including tons of not at risk youths, or the nonwhite demographic that tend to have more chronic health issues and live in dense, impoverished neighborhoods?

    Ask yourselves why BLM and their sycophantic allies in the media aren't pushing for for black vaccination that doubles, triples or quadruple the white rate. "Go get vaccinated for health equity", they might say. After all, blacks are supposed to be systemically oppressed and white people get all the benefits before blacks do. And they usually live and die by representation.

    Surprise, they don't. Because to even SLIGHTLY acknowledge that black fall behind or are less morally responsible than whites, under any context, is unacceptable. So they ignore proportion when it comes black crime, but emphasize it when people rightly point that black vaccination rate lag behind whites. "Well there are more unvaccinated whites". Well, more white people are shot by cops. Debate ends?

    More importantly - they cannot acknowledge that black vaccine hesitancy is at least partially a result of them poisoning their minds against society. Would you get vaccinated if you're told nonstop that your country is racist and hunts you down for sports?

    Still, it is true that blacks are less likely to be vaccinated than whites.

    And it's also true that they're much less likely to be vaccinated than White Republicans (40% vs 54%). It is a smaller problem, of course, because it's a smaller population overall. But, in many urban places (Detroit, Atlanta, etc) there are a lot more Black Democrats than White Republicans.

    And the idea that if everybody was vaccinated we'd be allowed to get back to normal life is questionable at best -- highly vaccinated countries are seeing outbreaks of the delta variant regardless. I don't think there's any way the government would be dropping its mandates while covid is running through the vaccinated population (indeed, we're seeing mask mandates being brought back for the vaccinated too).

    Walensky spoke to MSNBC's Ari Melber and was shown a clip of Hannity discussing COVID-19 vaccines and telling his audience that "the science shows the vaccine will not necessarily protect you. It's not protecting many people."

    The first part of the quotation is strictly true. The vaccine will not necessarily protect you. But the second part is false. It is protecting a lot of people, it is just not AS effective as originally hoped.

    Why is Hannity trying to manufacture doubt about the vaccines? Hannity himself got immunized, he said so. So why is he trying to discourage others from getting vaccinated? Because he is a demagogue reflecting and affirming his audience's fears, rather than informing them and giving them accurate and truthful information. Hannity will lose a good chunk of his audience if he forcefully advocates for the vaccine so he takes the coward's way out and just parrots back what his audience wants to hear. That is what the "pro-vaccine" (otherwise known as the "anti-virus") crowd is up against. People who shamelessly amplify and reflect baseless claims and fears for the sake of their own popularity and salaries.

    And her reaction is:

    "My job is to give accurate information to the American people," Walensky said.

    "Here is the accurate information. The vast majority of people in this country who are getting infected with COVID, who are showing up in the hospital with COVID, and now who are dying with COVID are people who have not received this vaccine," she said.

    Well, her job is to do what Biden tells her to do, frankly. But her second part is undeniably true. The overwhelming majority of people in hospitals for COVID are unvaccinated.

    But assholes like Hannity would prefer that people not get vaccinated and go to the hospital for COVID instead, as long as they continue to tune into his show from their hospital room.

    Stats are from Nov of last year, and AIUI, the subsequent strains are less lethal yet. Plus, there's gigantic error bars in just what is a COVID-death. But by those stats, If you're under 50, it is a 99.9% survivable virus.

    It's a nasty viral pneumonia. Just like either viral pneumonias in the past, that have blown through nursing homes and hospital wards. Dangerous, if you're susceptible. Absolutely nothing that warranted this kind of 18 month freakout though.
