Teen Cigarette Smoking Went Up Following Flavored Tobacco Ban

"Restrictions on flavored tobacco product sales are increasingly popular," notes Yale School of Public Health researcher Abigail S. Friedman in JAMA Pediatrics. Five states "and hundreds of localities have implemented them in the past few years alone." They're generally instituted under the banner of protecting teenagers, who are assumed to be more likely than adults to dig flavored smokes and vapes.
But do these bans really encourage healthier behaviors among young people? New evidence suggests that they do not. In fact, they could actually drive up cigarette smoking rates among teens and young adults.
"Given the relative health costs of smoking vs vaping nicotine, flavor bans that increase smoking may prove harmful," Friedman points out.
In newly published research, she looked at youth smoking rates in San Francisco, which banned flavored tobacco products—including flavored cigarettes and flavored vaping liquids—in June 2018. Previous research suggested the ban actually increased cigarette smoking in 18- to 24-year-olds while decreasing overall tobacco product use in 18- to 34-year-olds. Friedman wanted to measure the ban's effect on high school students under 18.
Using data from the 2011-2019 Youth Risk Behavior Surveillance System (YRBSS), Friedman was able to look at under-18 cigarette smoking rates in Los Angeles, New York City, Philadelphia, San Diego, San Francisco, and Florida's Broward, Palm Beach, and Orange counties. This allowed her to compare youth smoking in San Francisco with districts that did not ban flavored cigarettes and vaping products.
"Comparing recent smoking rates by wave revealed similar trends in San Francisco vs other districts prior to 2018 but subsequent divergence," writes Friedman of her findings. "San Francisco's flavor ban was associated with more than doubled odds of recent smoking among underage high school students relative to concurrent changes in other districts."
"While the policy applied to all tobacco products, its outcome was likely greater for youths who vaped than those who smoked due to higher rates of flavored tobacco use among those who vaped," she adds. "This raises concerns that reducing access to flavored electronic nicotine delivery systems may motivate youths who would otherwise vape to substitute smoking. Indeed, analyses of how minimum legal sales ages for electronic nicotine delivery systems are associated with youth smoking also suggest such substitution."

Are bans on teaching "critical race theory" (CRT) in schools against the First Amendment? A growing number of states have seen Republican legislators introducing such measures. (Ohio is the latest to see such a bill introduced, the Texas Senate just approved one, and Tennessee's governor just signed one.) These bans have drawn ample criticism from the left. But a number of heterodox thinkers, including Thomas Chatterton Williams and Kmele Foster, also have qualms about them:

I read the article, still didn't understand how or why teen cigaret smoking increased.
I don't think it does. The last paragraph in that section comes closest but really doesn't. Maybe because non-flavored, or tobacco flavored vapes just don't taste that good so might as well smoke the real thing. Maybe because the more you try to forbid something the more teens will want to do it.

See below about flavored cocktails. Depending on habits, cigarettes are cheaper and while fruit flavoring may be worth paying extra for, it's not the reason why people drink flavored cocktails.
Well, they could vape "straight" tobacco flavored vapes but they move to smoking cigs. I'm an ex-smoker who moved to vaping over-the-counter products. I did not smoke menthol but the mint and menthol vapes are far better than the tobacco flavored ones. I won't get into how wHitler has done her level best to ban all flavored vapes here in MI on her way to (I'm sure) banning them all outright. Nor how the Feds recently banned the shipping of vapes thru the USPS and how other private shippers have just fallen in line.

It assumes the only reason people vape is because of the fruity flavors and that cigarettes and vaping are equivalent cost-wise, both economically and in terms of health.
Imagine being surprised that, after you banned margerita and daquiri mix, consumption of straight tequila and rum went up.
Well, it's a correlational study so we can prove what happened but not necessarily why. That said, the cause is fairly clear and it's because unflavored vaping basically isn't a thing. That forced the folks who needed their nicotine fix back to traditional cigarettes.
The net result is that the policy hasn't significantly changed nicotine consumption (which is addictive but not especially harmful) but increased aggregate exposure to the tars and carcinogens that can hurt you.

I suppose that scenario could present a First Amendment issue. But as you said, garden-variety racism from teachers isn't tolerated even on their own time and I'm pretty sure that passed constitutional muster (though I'm no constitutional scholar, so maybe it's just never been tested).
At the school I'm planning on opening, we'll be teaching that the Earth is the center of the universe, that the moon is made of green cheese, that Christopher Columbus was the thirty-third President of the United States, that Australia is a fictional country, that 12 is the highest number scientists have ever discovered, and so much more! (b) The state of New Hampshire or the United States is fundamentally racist or sexist;

(d) An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex;
(e) Members of one race or sex cannot and should not attempt to treat others without respect to race or sex;

When physical records are still a thing, for instance, you can control who can and can't access your information, but you can't remove the original physical record from the hospital because the physical record belongs to the hospital. This has more or less remained theoretically true as medical information was digitized, but the lines between physical records and the information itself became blurred.
There are good reasons to think that Google may be able to do great things with patient data, but trusting Google to respect patient privacy is the fox guarding the hen house. Using algorithms to personally identify you using whatever information is available isn't just something they could do. It's what they do for a living. Farmers farm. Painters paint. Accountants account. And Google makes a mockery of privacy by sifting through our data for a living.
The question isn't whether this technology and data sharing will spark calls to revise HIPAA to allow companies like this to access our personally identifying information. The reason HIPAA didn't address this kind of use was because the kind of thing Google is trying to do wasn't possible when HIPAA was introduced 25 years ago. They'll want the legal authority to sift through out data with personal identifiers now that they can do things with that data that they couldn't before.

I am generally against banning a line of thought or education-- even first amendment considerations aside, it may be unworkable. People can simply rename whatever it is they're teaching, but still teach the ideas. But at the same time, we need to call this shit what it is. People are essentially trying to ban a form of Eugenics being taught in schools, so it's important to know what it is that's getting you animated.
Rather than the ban, I believe what you're indicating is the key. Parents should teach their kids what is moral/amoral regardless of what brand name it comes under.
