When Adam Phillips didn't respond to texts or phone calls from family, his girlfriend asked Clearwater, Florida, police to do a welfare check. Cpl. David Nugent and an officer who wasn't named by the media entered Phillips' apartment and shouted several times for him. They found him lying in bed, but rather than actually enter the bedroom and check on him, Nugent tossed a magazine that landed on Phillips arm. Phillips did not respond. Nugent called the girlfriend and told her Phillips was at home and breathing but she should find another boyfriend. The next day other officers did a second welfare check and found Phillips dead in his bed with the magazine still where it had landed. An autopsy found he died from an accidental overdose of medicine he was prescribed for chronic pain. The department issued a reprimand to Nugent for failing "to conduct the appropriate inquiries commonly done for such a call."

How lazy does a cop have to be to not even go through the motions of the easy drug arrest?
Guess he needed to get a donut in a stranglehold so the job requirements best get outa his way.
I admit I don’t understand the concept of sending armed police to do a welfare check. If you suspect but can’t confirm that a family member is either too seriously ill to answer calls, or is even incapacitated or dead, wouldn’t paramedics be more appropriate responders?

Because for some bizarre reason it's the cops who do that. Good point is that the family doesn't get stuck with a massive bill for EMT services. Bad point is that cops were not trained for this.
I remember cops doing house checks like this back in the 60s. Which made sense because there were not EMTs at the time.
It's just how it shook out. It's the cops who look into missing persons reports.
I can't speak for other places, but, where I live only the Police have the authority to force entry into a place. Even if the paramedics are called, they still have to wait for Police. The example that I was given was that it you called 911 for a medical emergency and lost consciousness before you could unlock the door, the paramedics would have to wait until the police got there to enter. That's one of the reasons that our Police respond automatically to medical calls.
Because EMTs can't break into the house / apartment if the person being checked on isn't willing to or isn't in a condition to answer the door. The EMTs would just end up calling the cops anyway.

That's the part that makes absolutely no sense to me and I certainly have a hard time believing she wouldn't have asked. What did the maintenance workers who were also present have to say about whether she asked?
