Should Remote Workers Pay a Tax for the 'Privilege' of Using Their Home as an Office?
Deutsche Bank has proposed a 5 percent income tax on people working from home, the revenue from which could be spent supplementing the lost wages of service workers.

The coronavirus pandemic has devastated the service sector, made millions unemployed, and forced many of us who still do have jobs to work remotely. Fortunately, we now have a perfect solution to all this economic dislocation and disruption: a new tax on working from home!
This week, the German financial giant Deutsche Bank released a new report full of proposals for how governments and corporations should respond to the pandemic. Included in the report is a call for a 5 percent tax on the incomes of people who work from home in places where the government is not advising or forcing people to do so.
"For years we have needed a tax on remote workers—COVID has just made it obvious," writes Deutsche Bank's Luke Templeton. "Remote workers are contributing less to the infrastructure of the economy whilst still receiving its benefits."
Those who have the privilege of telecommuting are reaping rewards hand over fist in the form of less money spent on transportation, restaurant meals, and dry cleaning, argues Templeton.
Who loses in that scenario? Service workers that once catered to downtown desk jockeys, and who now are suffering depressed wages or even unemployment as those office workers spend money closer to home. To right this wrong, Deutsche Bank is proposing a 5 percent tax on remote workers' salaries. This tax would be paid by the employer if it requires people to work from home, and it would be paid by the employee if he or she voluntarily opts into the arrangement.
A 5 percent tax on remote workers' income, which would net about $10 a day per worker on average, according to Deutsche Bank, would make sure no one benefits too much from using their home as an office. The revenue from the tax, estimated to be about $48 billion in the U.S., could provide each of the 29 million workers unable to work from home and making less than $30,000 a year with a $1,600 wage subsidy.
"A tax at this level means that neither companies or individuals will be worse off" when factoring in the savings of remote work arrangements, writes Templeton. "In fact, companies may be far better off as the savings from downsizing their office will more than make up for the cost of the [work from home] tax they will incur."
This last argument is just disingenuous. Workers and companies are made worse off by a new 5 percent tax on their income regardless of whether it only partially, or fully, wipes out the cost savings of telecommuting. Saving money is a good thing that policymakers should encourage rather than punish through taxation. This is why economists generally criticize taxes on the efficiency gains of new products and business practices.
Indeed, a tax on working from home would inherently be a tax on many of the silver linings of remote work. For instance, more work from home arrangements means fewer commuters on the roads, leading to less traffic congestion. If people continue to have public health concerns about public transit as offices reopen, remote work might help forestall the nightmare levels of congestion that would come from everyone driving to work.
One could take Templeton's argument for taxing the savings of telecommuters and apply it to almost any choice that sees workers and their employers spend less money in the business ecosystem around their offices. Should we tax workers who bring lunch from home because they aren't spending that money at a restaurant near their office? If a company implements a casual dress policy to attract talent, does it owe money to the local dry cleaning company for lost business?
The idea of a remote work tax also seems to assume that savings netted by telecommuters will just accumulate under the mattress. Odds are some of that work-from-home windfall is being spent on other products and services, like delivery meals and more online shopping. That will open up other job opportunities for service workers displaced by falling demand at the café or dry cleaner downtown.
Some workers have been made worse off by the shift to remote work, and that pain will likely continue in the event that not all companies return their full workforces to downtown areas and office parks. Yet, even if one thinks it's necessary to provide government assistance to workers whose customers have disappeared, we already have general taxes that could be used to fund wage supplements or welfare benefits, and wouldn't require essentially penalizing people who were more able to make the best of a bad situation.

Since *February* there's been a sign on our office door saying "These offices don't need cleaned." Even the offices that want to comply with COVID will just pay the intern or other low man to take their own garbage out rather than paying the cleaning people to trudge from office to office and potentially building to building carrying the disease(s) with them.
A better solution: nationalize all businesses. Eliminate prices and money. Tell people where to work, and when. Central planning FTW!

And in return, I had to dedicate a portion of my house to be used as a home office. I had to dedicate another portion of my house as an auxiliary office so that my wife and I can take meetings at the same time without shouting over one another. I had to buy an extra desk, monitor and other equipment. Do I get a tax credit for those expenses?
My wife and I also no longer receive lunch provided by our employer. We cannot use the on site gym. We do not receive the benefit of Happy Hours thrown by teams in our Office, or movie nights. My insurance company now requires me to do telepresence doctor "visits" rather than going into THEIR offices. I have to pay for my own office consumables, like pens, notepads and printer paper/toner.
I am not complaining about the benefits we lost, but I am pointing out that those were by and large deductible expenses that the company does not get to claim. They will pay taxes on those dollars, which will likely result in far more than 5% of their employee wages.
There you go, trying to counter a tax proposal with wisdom and common sense.

You can deduct business expenses like those you mention. But it only makes sense if your total itemized deductions are more than the standard deduction, which isn't the case for very many people, especially since Trump and the GOP raised it back in 2018. (We used to itemize our deductions and not having to do it anymore is AMAZING!)
Also, don't forget the fraction of your utility bills that go to support your home office. I doubt your employer covers that. You can deduct those too.
Actually, you probably can't, unless you own the business. Unreimbursed employee business expenses stopped being deductible with the 2018 TCJA.

Interesting idea. Let people opt in to a system where they pay a 100% income tax, but receive everything they need from the state (housing, food, transportation, health care, everything). The only caveat is that the state must support these people solely from the taxes they pay, not from the lower tax rate others pay.

As an at-home worker who's lost 25% of my income due to COVID, do I get a share of that pie? What about the daycare tuition I have to pay regardless of whether they're open in order to maintain my spot, does that count against the 5%? Or the tutor I'm hiring. And for how long do I have to maintain this? I took a look at my spending since the lockdown began, and it's up by a lot--it's almost like some loss of economic activity translates to more activity elsewhere. Do I get a rebate on all the additional money I've been spending on home office furniture, computers for kids, house repairs from extra wear and tear, etc?
What about the people who quit their jobs at ShopRite and are working from home now?

Here's an example. I lost my Drivers license so go to the DMV for a replacement. Five weeks cause Kung Flu. Or go to the Triple A office, pay 20 bucks on top of the 12 for the replacement, out the door in 15 minutes. I did tell the gal that did my paperwork that they should take the whole operation over.

What about the people who were working from home before covid? I have a friend who works for a company in another state and has never been to their office. My son's girlfriend was working from home 4 days a week before covid now she works from home all 5, does she have to pay the tax one day a week? Before covid my nephew walked to work since it was a 5 minute walk and also walked home for lunch. His expenses haven't changed by working from home, he is just getting less exercise.

This is one of the stupidest things I have ever heard. If you are lucky enough or smart enough to have a job that allows you to telecommute, you should be taxed extra for it. How about stay at home moms? Should they also be subject to the tax? What about those on welfare? They ‘work’ from home? What about writers and artists? Don’t they work from home too? Where is their tax? Lots of people worked from home before COVID and the government survived just fine.
