Wisconsin's Foxconn Boondoggle Looks Worse Than Ever
President Donald Trump and Gov. Scott Walker promised thousands of jobs in return for billions of dollars in subsidies from the state. More than two years later, there's little to show for it.

In June 2018, President Donald Trump and then–Gov. Scott Walker of Wisconsin broke ground on the outskirts of Milwaukee for what was supposed to be a $10 billion, 20 million-square-foot factory for Taiwanese tech giant Foxconn.
It was going to be "the eighth wonder of the world," Trump said, proof that he was "reclaiming our country's proud manufacturing legacy"—even if the project was dependent on $3 billion in subsidies from the state of Wisconsin, one of the largest corporate handouts in American history.
A little more than two years later, the factory that was supposed to produce LCD screens for TVs and smartphones doesn't exist and "probably never will," reports The Verge this week in a must-read investigation into the downfall of Wisconsin's propped-up Foxconn project. The buildings that have been built on the plot of land where Trump and Walker overturned ceremonial shovels of dirt two years ago are being used for storage, not manufacturing. Promised renovations to a decades-old skyscraper in downtown Milwaukee—once intended to be Foxconn's U.S. headquarters—have not materialized. Neither have most of the 13,000 jobs the company promised to create in return for piles of public cash.
"Even the handful of jobs the company claims to have created are less than real: many of them held by people with nothing to do, hired so the company could reach the number required for it to get tax subsidy payments from Wisconsin," writes The Verge's Josh Dzieza. "Foxconn failed at that objective, too: last week, Wisconsin rejected the company's subsidy application and found it had employed only 281 people eligible under the contract at the end of 2019. Many have since been laid off."
Walker's administration promised Foxconn $3 billion in subsidies, but the administration of current Gov. Tony Evers, a Democrat, sent a letter to Foxconn last week denying the first round of those payments. The scope of the project had changed dramatically since the initial deal was inked, state officials said. In a statement to The Wall Street Journal, Foxconn called that decision "a disappointment and a surprise that threatens good faith negotiations."
It's quite the opposite, in fact. Cutting off Foxconn's subsidies is about the first bit of good news to come out of the massive boondoggle—and the fact that the development hasn't worked out is anything but a surprise.
For one thing, the math never added up. The state's Legislative Fiscal Bureau, a number-crunching agency similar to the federal Congressional Budget Office, calculated that it would take the state until 2043 to recoup the $3 billion handout, which was the largest such subsidy in Wisconsin history. Even if all 13,000 promised jobs went to Wisconsinites, the tab would be more than $230,000 per job created, the bureau found.
A separate analysis conducted by the Mercatus Center, a free market think tank based at George Mason University, found that the higher taxes needed to cover the cost of Foxconn's tax breaks would "decrease Wisconsin's long-run GDP by about $20 billion over the 15-year life of the handout." And that tally didn't include the cost of local utility infrastructure updates, which the state promised to cover in full as part of the deal with Foxconn.
Almost from the start, there have been red flags surrounding the Foxconn project. The town of Mount Pleasant, Wisconsin, used eminent domain to seize productive farmland for the now-defunct LCD factory project. Walker struck the $3 billion subsidy agreement without going through official governmental channels. And Foxconn has a long history of failing to live up to job creation promises connected to public giveaways.
The cherry on top of this expensive and rapidly melting milkshake is the fact that the whole project was meant to secure Walker's legacy and boost Trump's economic message. The former had been a darling of the tea party movement back when conservatives championed smaller government, but the Foxconn deal had always been more about economic nationalism and the fetishistic approach to industrial jobs that Trump has elevated to the forefront of the Republican Party.
It turns out that all of that was a shimmering illusion. There is no Foxconn factory. Walker's legacy is now defined as much by a poorly conceived economic development scheme as by his victories over public-sector unions. And Trump's economic nationalism has predictably failed once again.

Nothing happened because the people of Wisconsin got wise and turned Scott Walker out of office. There is little doubt that Gov. Walker and the Republican in charge of the legislature would have kept feeding Foxconn money for nothing but promises.
The cost of the Foxconn debacle is huge. Money that could have gone to make homegrown Wisconsin businesses stronger was diverted to get headlines for Walker and for Trump. It is all part of the silly trickle down economics that thinks if you give those with the most more, some small part will make it way to the average person.

The fact is that time and money where spent on the pursuit of the Foxconn business and this was at the expense of Wisconsin businesses. A major business in Madison walked out to Iowa because the Walker administration did nothing. This is a big problem with the Walker Administration. They spent time pursuing unrealistic business idea out of state instead of focusing on Wisconsin businesses. Much of it was a desire on the part of Scott Walker to have a big score like a mine in northern Wisconsin or Foxconn. What suffered was Wisconsin businesses that got overlooked. Near Madison is a major tech firm that makes medical software and which could have seen major gains supplying the ACA. But Walker, like other Republicans, downplayed the ACA for political reasons robbing this company of potential business. So yes, Wisconsin businesses suffered so Scott Walker could chase his dreams.
It doesn't seem like it was unrealistic but rather that Tony Evers deliberately fucked it up because fuck Scott Walker and fuck Taiwan (Yessir Mr. Jinping).

I feel you have missed my point, which is that existing Wisconsin company's were ignored in the pursuit of the long shot big score. This is not about who gets tax breaks its is about looking to the business climate in your state. See what companies are doing well, understanding why and building on that success.

You have a limited view of what and how the government can assist businesses. There is a lot more to business assistance than tax breaks. Shortly after Foxconn deal a Wisconsin paper mill announced it was closing and eliminating local jobs. State Republican leaders suggested a tax break to the mill similar to Foxconn. Local government officials of both parties wanted something else. They understood that tax breaks would only delay the closing because paper mill's product was no longer in demand. They wanted money to help the mill retool and shift to a product with more demand in the future. The answer is not to simply throw money at businesses.

Could you define how Wisconsin lost economically. The area I live in has seen economic progress. There are building going up all over Madison. Madison, a lefty stronghold, has a lower unemployment rate that many other parts of the state. Wisconsin's farm economy has been affected by the ongoing trade wars of the Trump administration.
Lefties do well because they see the future economy and move towards it. The Republicans still see Wisconsin's future in building typewriters and BetaMax VCRs.
As for the Foxconn deal, the Evers Administration has not cancelled it but has enforced it provisions to insure goals are met, something the Republicans would not do.
Madison has lower unemployment than the rest of WI because of all the gubmint workers, employees of the state's University of Wisconsin, and businesses that find it convenient to be adjacent to the state capitol and UW, such as insurance. It's the same reason Columbus, OH is now larger than Cleveland.

What I'm reading b'twix and b'tween the lines here is that FoxConn has simply decided to not open that factory. This doesn't appear to be a case where FoxConn was gung ho on their factory plans and a principled Democrat swung into action with his 'buck stops here' sign and suddenly found his fucking nads on things like corporate subsidies and eminent domain.
This simply appears to be a case of a corporation that was wooed by subsidies from Walker/Trump, then the market changed, they no longer found it cost-effective to build the factory, and the Democrat (to his credit) simply decided to stop throwing subsidies after a factory that's never going to exist.
None of this is to excuse Trump/Walker for subsidizing corporatism-- it's another well-worn lesson in corporatist fuckery that real libertarians have been pointing out for decades.
The bottom line is, if that Factory were will a going concern, there's no fucking way any Democrat would suddenly sever the subsidy hose out of some kind of fiscally responsible principles. This is just how local governments work: You're against it when you're against it, and fer it when your fer it.

When World View signed its $15 million lease deal with Pima County for its headquarters south of the Tucson International Airport in 2016, company officials said they expected to hire more than 400 employees over four years.
They peaked at 89 and has generally been almost half of that. It also included tens of millions in county tax breaks on top of the sweetheart pima rent deal.
That's the problem... these types of deals are found everywhere for both parties. It is strange what Reason chooses to focus on. Instead of doing a broad blast of failures that would be useful, this article takes on the appearance of biased politics instead.

Not my favorite move by Walker as governor, but not a fraction of the evil that Evers has been subjecting us to. Speaking of that... there has been a petition filed and gathering signatures in WI to recall Evers for a while now that must be submitted by sometime next week I believe. This has been entirely ignored by the local media, by Evers himself, and, most significantly, by the Republican party. Other than a handful of local offices, there has been ZERO statewide organization by the Republican party- they say all they care about is November. Note than when Walker was recalled, it was an official Democratic party effort. In this case, it started with basically one lady and a Facebook group who were pissed off about lockdowns, masks, and Kenosha. People out setting up tables wherever they can- in parks, in business parking lots, going to friends and family and bars and restaurants. And it's starting to sound like it might actually happen- we might really get the nearly 700k signatures required with this grassroots effort. Suddenly, in the past few days, there is media coverage (much of it trying to discredit the movement and the woman running it) and Evers has suddenly put out "decline to sign" ads, after never even acknowledging it for the first couple months. This reminds me a lot of the Trump movement, and indeed the common thread amongst petitioners that I have seen is almost exclusively full-throated support for Trump. So the "Trump 2020" crowd can collect physical signatures from ~12% of the state's population in a couple months, in the middle of a dempanic (where lots of events and venues you might normally be able to collect signatures are cancelled/closed), with zero media coverage or support from the Republican party... but Biden is winning the state by 110 points. OK...

I live in Wisconsin. The boondoggle was Scott Walkers and Scott Walkers alone.
You can't see the forest for the trees. Between Trump and Walker, Walker was the guilty party. But if you live in Mt. Pleasant and voted out Walker thinking you solved the problem, you deserve whatever's coming to you. Especially considering, as I understand it, 3 of the 4 council members up for re-election bowed out, and they were the more "growth adverse" council members.
I didn't vote Walker in our out, I vote libertarian, and I don't live in Mt. Pleasant. Senators and Representatives politicians of both parites lineup to promote themselves on jobs every time Oshkosh Truck or Marinette Marine wins a contract on competitive bid. That does not mean they brought the jobs. Who shows up for the announcement means nothing. Now Foxconn worked very differently. Walker courted and gave breaks to a company known to renig on their contracts.
This has nothing to do with Democrats nuking the economy making it economically unfeasible for Foxconn.
Notice the propagandists at unreason refuse to add that fact into their article of lies.

Trump’s tariff war likely changed things as it is too costly to ship in materials from Asia. And companies already established here, with monstrously powerful corporate owners, could have interfered.
The other tariff dispute with France also added to the global scheming and maneuvering during the China battle. A French group owns a Foxconn “competitor” here. Smells like gamesmanship all around.

I knew this deal was a scam from day 1. So now the Taiwanese own a piece of property and some americas are out of a home. Anyone remember Kelo vs New London. Same scam there too.
I'll tell you what. I own a few properties from hard work and effort. If anyone takes any of my properties by Eminent Domain, those at the top of the government and corporate food chain of the project will turn up missing, never to be seen or heard from again.
The bottom line is, YOU DON'T TAKE PROPERTY FROM THOSE WHO HAVE EARNED THE RIGHT TO OWN IT WITHOUT THEIR PERMISSION. never.ever. This is part of the reason I became a libertarian in the first place. Still trying to figure out how it's such a rafee deal when Foxconn didn't get the money. However, the federal and state govts should not be involved business handouts or tax subsidies, and taxes should be a flat rate across the board, with no deductions.
