Plans for Extended Unemployment Benefits, Wage Subsidies Risk Creating a Zombie Economy
Businesses need to be able to adjust to a world where COVID-19 remains an ongoing concern.

House Democrats' introduction of a fourth coronavirus relief bill has kicked off an intense debate between liberals and populists on both the left and right. At issue: how best to keep the country's economy in suspended animation until we can return to pre-pandemic normality.
Meanwhile, local leaders' decisions to constantly push back the dates for when they plan on phasing out their lockdown orders—not to mention the anemic effects of the phase-outs that have already happened—suggest that we may be a long way from anything approaching business as usual.
All the plans to keep the economy in stasis until then, whatever their details, run the risk of creating a zombie economy that is prevented from adjusting to the economic needs of a country where COVID-19 is an ongoing concern.
The current fight is over Speaker of the House Nancy Pelosi's introduction of the 1,800-page, $3.2 trillion Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act. The bill includes an extension of already-boosted federal unemployment benefits to January 2021. Those expanded benefits, which give recipients $600 on top of the money they'd already be entitled to, often mean people can make more money staying home than returning to work.
The HEROES Act also expands existing tax credit programs that cover fixed costs and payroll for businesses that have shut down, been forced to close, or seen significant revenue declines because of COVID-19.
"The hardship of losing a job or tragically losing a loved one doesn't take a pause. This is an historic challenge and, therefore, a momentous opportunity for us to meet the needs of the American people," said House Speaker Nancy Pelosi as she introduced the bill on Tuesday.
These measures have not proven enough for Democrats like Rep. Pramila Jayapal (D–Wash.), co-chair of the House Progressive Caucus, who slammed Pelosi's extension of jobless benefits as essentially accepting mass unemployment.
"With more than 33 million people filing for unemployment in 7 weeks, workers are looking for certainty about how we end mass unemployment and how they'll get their next paycheck," tweeted Jayapal. The HEROES Act "doesn't end mass unemployment and it doesn't get paychecks back into their pockets."

Instead, Jayapal has introduced legislation that would have the government effectively nationalize the payrolls of businesses affected by the coronavirus. Her Paycheck Guarantee Act would provide grants to employers to cover 100 percent of their payroll expenses for employees earning up to $100,000 a year. As an incentive to rehire laid-off workers, Jayapal's bill would make these wage subsidies retroactive to March 1. Businesses would not be required to maintain minimum hours of service to receive support.
A Moody's Analytics estimate of the Jayapal's legislation finds that it would cost $654 billion over six months, once you account for the savings from not paying for laid-off workers' unemployment insurance and Medicaid.
This proposal is modeled on policies adopted in Denmark, Germany, and the United Kingdom. It's also pretty close to the Rehire America plan that Sens. Josh Hawley (R–Mo.) and Cory Gardner (R–Colo.) announced on Thursday. This proposal—a more detailed version of a plan Hawley announced in early April—would pay firms 120 percent of the wage costs of workers they rehire. It would also cover 80 percent of payroll expenses for workers currently on staff.
This support would be capped at $50,000 per employee. Any business that's seen a 20 percent decline in revenue would be eligible for support under the senators' plan. The two are also proposing grants to cover businesses' other fixed costs, including rent and utilities.
Hawley, like Jayapal, is framing his Rehire America plan as a way to help workers that the HEROES Act abandons to unemployment.
"We should put forward a proposal that is focused on jobs in contrast to what House Democrats are doing. They could have done something like this. They had an opportunity to put forward a jobs proposal and they didn't," Hawley told Politico.
Differing details aside, all these proposals are premised on the idea that we need to tide employees and firms over until a general economic reopening occurs and we can all get back to work.
Yet it increasingly appears that we are a long way off from a return to pre-crisis economic normality.
This week, the mayors of both New York and D.C. said their stay-at-home orders would last into June. County officials in Los Angeles have said their shut-down order will be in effect for another three months, although some phased reopenings may happen before then.
Meanwhile, the states that have reopened have seen anemic economic recoveries at best.
Slate's Jordan Weissman, using data from the app Open Table, notes that restaurant reservations are down as much as 92 percent from last year in those states that have allowed dining rooms to reopen.
A ranking of state jobless claims released yesterday by the personal finance website Wallethub finds that the number of people applying for unemployment is especially high in Connecticut, which had a bad COVID-19 outbreaks and a strict shutdown order, but also in Georgia and South Dakota. The former is lifting its shutdown order, and the latter never imposed one.
This matches with new research showing that economic activity declined at similar rates regardless of when states issued formal lockdown orders. Individuals, not the government, shut the economy down. They'll also decide when, or if, it reopens.
That's partially good news. If people are social distancing on their own, we don't need to keep coercive lockdown orders in place.
Nevertheless, if we can't expect much of the pre-pandemic economic activity to return, that dramatically weakens the case for propping up businesses as Jayapal and Hawley want to do, or paying workers to stay jobless like the HEROES Act does. Both policies stymie markets' ability to adjust to COVID-19 while shifting resources from those parts of the economy that can be productive during a pandemic to those that can't. If there's no demand for air travel, we'd be better off seeing baggage handlers shift to being warehouse workers or grocery delivery drivers. We want cooks and cashiers to move to restaurants that can figure out a way to stay profitable without dining service.
That doesn't mean the government can't provide relief. Even if we allow those readjustments to happen, we'll still probably have a less productive economy for a while, and the negative effects of that will be concentrated on people who aren't in a position to adapt. So there's a reasonable case for cash transfers targeting the poorest Americans. But they shouldn't be conditioned on staying at their current jobs, and—unlike unemployment benefits—they shouldn't be conditioned on staying out of the labor force altogether.
The innovation-breeding creative destruction of free markets is important during good economic times. In a pandemic, it's essential.

I own a small business. A few issues I have with any stimulus package is this:
1) why do part time employees get $600?
This causes major issues with those who are still working. I would understand $300 but the $600 I do not. Causes major friction between those who work and don’t.

Obamagate is looking like most scandals, slow building until is reaches critical mass. As for bugaloo, that was always more tongue in cheek than any actual prediction, but keep forcing people to stay at home and it could very well happen. Like most progressives you are to stupid to realize rarely is it a sudden change but a buildup over time. The Revolution took a decade to happen, the first rumblings started in 1765, but were small and not very popular at first. However, momentum built up. Even after the war started most were initially opposed to independence. It took a year after fighting started before the Continental Congress even began debating independence, and even then they still tried to reconcile without declaring independence. It wasn't until the late spring of 1776, over a year after Lexington and Concord that they became serious about it.
As for political scandals, Watergate took years before it became a scandal, the same with Iran Contra. Both were slow building. A drip here, a drop there, until a critical mass was achieved and the American public could no longer ignore it. Obamagate seems to be following exactly this path. The more conservative tried to explain off both Watergate and Iran Contra only after they couldn't continue to ignore it, but eventually they could no longer even defend it. We are seeing the same pattern. The media at first tried to ignore the growing Obamagate scandal. We are now in the denial phase. Soon we will reach bargaining and anger. And then acceptance. Actually, we are starting to see signs of bargaining and anger already in the progressive media. We are seeing similar patterns with Tara Reade, albeit I think Obamagate may overwhelm that scandal.
The problem with progressives scandals against Trump is they tried to go for full acceptance without the initial process. This is why they failed. They didn't give the American public any time to accept the scandals and instead tried to go for the brass ring while half the country was still opposed. True scandals take months and even years to build up. Obamagate has been building since the IRS targeting scandals and the 2016 election. It is approaching critical mass.

The Obama admin spied on Flynn before his conversation with the Russians. For all intents and purposes, Flynn was not a suitable target for unmasking. Whether that's routine or not is a moot point.
This isn't hard. Obama and or FBI surveiled Trump and his people way earlier than we thought. The FBI eventually cast a net on Flynn, and they caught a process crime that had nothing to do with collusion. It's totally immaterial to anything, and they already listened in on that conversation and knew Flynn did nothing wrong. Comey already let Clinton fly because she didn't "intend" to break the law.
Prosecutors don't randomly entrap people when they're not part of an official investigation that the courts are aware of. What Obama did was little different than the FBI placing surveillance on a mosque because Muslims there acted suspiciously.

We go out to eat almost every Friday, someplace nice, but not fancy, and we haven't made a reservation in years.
Last Friday about 6 p.m. we walked in to a local family-owned family-food restaurant, and as usual waited five minutes, then were seated. We just beat the rush, though. The restaurant was "full,"( considering it's ordered to operate at 50% occupancy,) and was still full, with a line, when we left.
Don't know about the trendy-NYC types, but the middle class, in red states that are open, is out in force.

I was talking to the Mrs this morning after we watched the news and this poll came up (forget what channel).
I said something along the lines of:
I wonder how many of those people demanding longer lockdowns would feel if things were *really* locked down. Being able to run to the grocery store or Wal-Mart or picking up your favorite take-out…those are all ways and places where you can infect other or be infected.
So I mean *really locked down*: no grocery stores, no Wal-Mart, no fast-food drive throughs, no pizza delivery, no Uber-Eats or Door-Dash or whatever. No Amazon or Target online. No home delivery. No jogging, visiting a park, etc. You’ll stay in your house or else–we’ll allow you to wander around in your own backyard (backyard only), if you have one. For food, what you’ll get is a government truck will deliver a box of food for one person to eat for a week, and drop off the boxes at your front doorstep based on the number of people in your household (hope you didn’t lie on the census form!). An armed escort will accompany the delivery person to ensure that no one opens their doors while the delivery person is within 20 feet of the door.
The ONLY “essential” personnel will be those involved with treating COVID and for delivering the food. These people will be issued uniforms and ID lanyards. So there’s no reason for anyone one else to ever venture outside of their house and anyone on the streets who is not in uniform obviously has no business being there, and will be subject to immediate detention in physical quarantine facilities.
Let them imagine a real lockdown for a few minutes then ask the question again. Bet the answer is different.
I am not on first name basis with anyone who has died of this disease, or who has a family member/friend who died of the disease. Nor has anyone within 2 degrees of me even been hospitalized. But I know of more than 10 people who have lost their jobs or had wage reductions because of this lockdown.
At some point people need to stop reading the internet and instead look around their neighborhood to realize what the real problem is- and that isn't a virus that leaves 999,700 people out of a million healthy.
I'm in construction so I haven't stopped going to work at any point. I meet new several new people a day. Naturally the virus is all anyone can talk about. I have yet to meet a single person that either has it, has had it or even knows someone who had it.

In the north of California, with an area about the size if Virginia and a population of 1.2 million, there have been 9 deaths attributed to coronavirus. There have been 31 vehicle related deaths during the same period. If we are to do anything to prevent even one Covid-19 death, what about those dying at a three-times higher rate?

One of the things that amaze me is how much people believe that actions such as protests have immediate results. Even Reason has ran stories about how the lockdown protests have had no impact. They act as if the Civil Rights or the Vietnam War protests changed minds overnight, they seem to forget until 1968 the Vietnam War had popular support. It took years of protesting. It took years of protesting to change the publics mind on segregation and other racist government policies. Even as late as the 1975, my mother was warned about befriending blacks while my dad was stationed at Ft. Polk. This was by the white spouses of white soldiers in regards to befriending the black spouse of a black soldier in my Dad's unit. My mother told them to fuck off she would be friends with whomever she wanted. Change is slow. Yes, the lockdowns were initially popular, and even now seem to have a plurality of support. Support, however, is steadily decreasing and more people just are refusing to even comply. Change is slow. If you mentioned independence in 1765 you would likely have been run out of town, even by those who were growing uncomfortable with parliament's actions. It took nearly 11 years for it to reach the point that a committee could be formed to write a Declaration of Independence. The Civil War wasn't the result of Lincoln's election but the result of a slow growing anger over the Missouri Compromise (or even earlier non-decisions on slavery following the Revolution).
Do we have time to "go slow" and "take years" before we sink into a catastrophic inflationary depression? I don't think so. We need to pull back on the stick right now or we're biblically fucked.

Every time I see a picture of Pelosi I remember the time I was babysitting my granddaughter. I was flipping channels on the TV and stopped on CSPAN briefly. Pelosi was blathering on about something. After a few minutes my granddaughter tugged on my sleeve and said "Papa, I don't like this movie."

The troubling part is that so few seem to have an issue with the fedgov borrowing trillions from future taxpayers, they just want to argue over who should get the loot. Just end the shutdowns (they were an overreaction from the start) and get everyone back to work.
It's crucially important to understand that the federal $600 unemployment subsidy is NOT per month. It's $600 per WEEK. The new bill will extend this benefit to January 2021.
In CA, combined with the state unemployment benefit that means that anyone who would make up to $54,000 working annually would be financially BETTER off by NOT working. The incentive for most to push for reopening the economy will quickly disappear as people fully grasp how profitable unemployment will be.
$54,000 annually comes to about $26 an hour. Suppose a desperate employer offers his low skilled workers $28/hr to come back to work. People will quickly understand that they'd be working for $2 an hour -- taxable. Few will come back.
It gets worse. Remember that paychecks have deductions taken out that the unemployment checks don't require. Top of the list: the 7.65% deduction for social security. On a $28/hour pay rate, that's $2.14 deducted just for SS.
In addition, in CA, unemployment checks are not subject to STATE income tax. It IS subject to FEDERAL income tax.
What's not clear is how the CA FTB (tax authority) will treat the federal helicopter payments. While TIED to unemployment benefits, these payments are really just welfare payments not based on income earned (or lost).
Of course, if you made $100K+ a year, you don't get the helicopter payments. You WILL get the BILL for the helicopter payments. That's SOMETHING, anyway!
Everyone who pays attention sees this now for what it is, a mistake. I understand how fearful we were, I was too. Now we know it is not the monster we feared it would be. Enough already, time to move on, and never let this happen again. God forbid we ever do have a pandemic and we cried wolf too many times.

In his proposal, the money is not only tax-free, it never passes through the hands of the government to 'select the most needy'; it simply stays with those who earned it.

If a laid off part-time worker can get some nominal state unemployment payment, they will also automatically get the full $600 a week federal giveaway. Low income part-timers will too often get DOUBLE or TRIPLE what they made while working.
Brilliant strategy by incumbents! After all, a part-timer's vote counts just as much as a productive person's vote -- a person who pays high taxes and, if laid off, gets no federal windfall (having previously made $100+K annually).
