Nearly 2,800 People Quarantined in New York City To Prevent Spread of Coronavirus

Mandatory quarantines on the upswing in New York. As residents of more and more U.S. cities test positive for the coronavirus, any hope of keeping it contained seems to have passed America by. And while the disease itself may still be nothing to panic about, government reactions to the coronavirus—a.k.a. COVID-19—are starting to ring some pretty big alarm bells.
Already, thousands of Americans are being told to "self-quarantine"—and could find themselves facing hefty fines if they venture outside.
In New York's Westchester County, where a lawyer this week tested positive for the virus, more than 1,000 people are being asked to voluntarily self-quarantine and "two or three dozen" have been ordered to complete a mandatory quarantine, according to New York Governor Andrew Cuomo.
In New York City, 2,773 people are under quarantine, officials with the Health Department announced yesterday. Most of these people—who have not tested positive for coronavirus but may have been exposed—are completing voluntary "home isolation." One woman who tested positive for the coronavirus, along with her spouse, were put under a mandatory quarantine order.
Both mandatory quarantine orders and voluntary quarantine requests are likely to increase, according to officials. "We're going to get more and more mandatory as needed," said NYC Mayor Bill de Blasio at a press conference yesterday.
Enforcing these orders are health department employees who are also "sworn peace officers with the legal authority make arrests, use physical force and conduct searches," notes the New York Post. "Breaking involuntary confinement can result in fines of between $200 and $2,000 per day in the city and up to $2,000 per incident elsewhere."
The paper also points out that "voluntary" quarantine orders aren't really all that voluntary:
City and state laws don't provide any penalties for violating voluntary quarantine, which is the "preferred method" of isolating carriers or potential carriers of contagious diseases, according to an official Public Health Legal Manual published in 2011.
But if people refuse to comply, they can be subjected to involuntary quarantine by order of the health commissioner in New York City, or by local boards of health elsewhere in the state.
These health police in New York City can also sanction certain folks for refusing to get tested for the coronavirus.
New York City said this week that testing is mandatory for all teachers, health professionals, and emergency responders at risk of catching COVID-19. Those who won't take the test will be put on mandatory quarantine at home or at "such other location determined by the Department," according to an order from the Health Department.

Jobs report came out today, 273,000 new jobs last month and unemployment dropped back down to 3.5%. If I had the money, I would be doing some purchasing of my own. My understanding of the following is that, as of yesterday, the FISA Court will no longer consider warrant applications if anyone at the FBI who was a party to the Carter Page applications had anything to do with it--so long as they are under criminal investigation.
"U.S. District Judge James Boasberg, the presiding judge on the Foreign Intelligence Surveillance Court (FISC), issued an order Wednesday setting out an additional framework for the Justice Department and FBI to follow in future FISA proceedings. The order specifies that "no DOJ or FBI personnel under disciplinary or criminal review relating to their work on FISA applications shall participate in drafting, verifying, verifying, reviewing or submitting such applications to the court."

That this requires a legal opinion is absurd. If a cop is under criminal investigation for perjury in earlier trials, it shouldn't be and, as far as I know, isn't necessary for a judge to make a public proclamation that prosecutors shouldn't take the word of cops for granted if the cops in question is currently under investigation for lying to the court. If a witness has been convicted or is currently under investigation for perjury, the defense team should simply be able to point this out to the jury or the witness should be impeached. At the very least, it's the jury's job to gauge the credibility of witnesses.
Of course, there is no jury in a FISA proceeding. The defendant may never learn that he or she was put under surveillance, and the actions of judges in granting warrants can't be reviewed if no one even knows it's happening--which is what makes the Carter Page case so unusual. If it hadn't been a scandal, bogus or otherwise, the President himself might never have known his own FBI was subjecting him to this.
This is why there is no legitimate reform of the FISA process if it doesn't include an exemption for American citizens (at the very least) and it doesn't include a provision that requires the government to inform the subject of the surveillance in question that he or she was under surveillance after the fact.
"The right of the people to be secure in their persons, houses, papers, and effects,[a] against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

The fact is that people should be free to investigate whether a warrant was reasonable or unreasonable based on the "oath or affirmation" in question, and if FISA doesn't allow for such an investigation, then, as far as I'm concerned, it's in violation of the Fourth Amendment. After all, if the president can be subjected to to a warrant granted on the basis of half-truths, fabrications, omissions, and lies by the FBI--even after he's been elected and put in charge of the FBI--then the rest of us don't stand a chance.
I'm not sure why Reason hasn't been covering recent developments on this, which, as I mentioned yesterday, is that the President has told the House Minority Leader, Senate Majority Leader McConnell, and the Attorney William Barr that he won't sign a reauthorization of the Patriot Act, which expires on March 15th, if it doesn't include serious reform of the FISA process. This is a big deal for liberty loving people of all parties if President Trump sticks to his guns, and it should be given a lot of publicity in an election year.
P.S. It isn't enough that the FISA court refuses to consider warrant applications prepared by those who are under criminal investigation. It is also necessary to question warrant applications prepared under the supervision of FBI agents who supervised the Carter Page applications. What's the point of having supervisors if they aren't held responsible for the behavior of the FBI agents they supervise?

Well, with Warren dropping out, now we can see what all the "political rival" noise was about during the impeachment drama--the DNC actually made its primary candidate choice months ago, but had to put on a show for the rubes that anyone other than Biden was their first choice and that they were going to ratfuck Bernie again. Buttigieg almost fucked that up with the Shadow app fiasco in Iowa, but it's now looking like the main reason for having so many candidates, besides the inevitable voter list farming that takes place, was to limit Biden's exposure during the early debates so he didn't get beat up on very badly.
The DNC may have been hoping that Bernie would have his votes diluted with Warren and Buttigieg in the mix, but it looks like the call went out to for the establishment to officially get behind Biden after Bernie emulsified him in Nevada, despite stories about the state's biggest labor union getting hammered by the BernieBros for choosing not to endorse a candidate for the first time in forever. Buttigieg and Klobuchar might not have gotten the nomination. However, they were far more competitive than Sleepy Joe and there was no logical reason for them to drop out within 48 hours of Super Tuesday unless they were told by the DNC that they needed to end their campaigns if they wanted any kind of future in the party.
What's notable here is the only candidate that really went after Biden in the debates, besides Bernie later on, was Julian Castro, who endorsed Elizabeth Warren after he dropped out and called Biden senile right to his face. It's also notable that the DNC changed the qualification rules for the next debate at the last minute so Tulsi couldn't participate--she'll be endorsing Bernie when she drops out, and the last thing they want is the Surf Mommy shanking Biden the way she did to Harris.
Also, note to "independents" who are Democrats In All But Name--if you want to be taken seriously by the political party you're trying to take over, you need to actually join the party first.
Bernie was supposed to let up on the billionaire bullshit. This is happening to Biden despite his strategy. Bernie is going around saying that Biden has 60 billionaire donors, and that's a big part of the reason why Biden is doing so well. Those 60 billionaires didn't show up with gifts for no reason. They kept waiting for Bernie to STFU about billionaires, and when he didn't, they all decided on one guy to stand behind. For a while, they thought it might be Bloomberg, but Warren scratched his eyes out, so it ended up being Biden.

Billionaires are the same way. Everybody loves you for hating on billionaires--except the billionaires. And guess who you depend on for financing between South Carolina and Super Tuesday? Hate on billionaires day in day out for so long, and sooner or later, the billionaires may start thinking that you don't like them very much, and if you don't like them very much, why should they like you?
That's likely why the DNC is backing Biden--he's the only candidate with any kind of experience that didn't despise those white blue-collar workers. It's why the people endorsing him and Biden in his speeches are all preaching "unity," despite the fact that their activist base openly hates that demographic as too ignorant to be allowed to have a voice anymore, because it's The Current Year and they're On the Wrong Side of History.

One side effect of quarantines is that they give people an incentive NOT to come forward with their symptoms. People don't love getting incarcerated.
Vast majority are quarantined at home. Only the ones really sick will be hospitalized and majority would be there anyway.

Do you people even investigate stories anymore? ALL of those people recently returned from the countries under federal travel restriction. NONE of them have been tested AT ALL - because only about 2000 people have been tested across the entire US since this began 8 or so weeks ago. And as you state, it is 'voluntary home isolation' - which in fact means nothing at all NOT what is implied by the word 'quarantine'.
So instead of saying they haven't been tested at all, you spin it into an assumption that they have in fact tested negative but MAY (again a spin to hint that there's no real reason to believe that) have been exposed.
The reason states are having to declare 'state of emergency' is because unlike say Singapore, with their DORSCON system, there is no way in the US to communicate any stepped-up disease outbreak alert. No militia or reserve that would know what to do in the event of a disease outbreak moving from one signal to another. So states instead have to go from 'all's well and nothing to see here' to 'DO NOT PANIC'.
And since all that communication is simply being abdicated to the free market (you folks here at Reason), what your readers see as the correct response to the 'DO NOT PANIC' by the state is 'OMFG THEY'RE SENDING US ALL TO CONCENTRATION CAMPS.'
