Aurora, Colorado, City Manager Jim Twombly has asked former U.S. Attorney John Walsh to review how the police department treated an on-duty officer found drunk and unresponsive behind the wheel of his patrol car in the middle of a street. A local TV station reports officer Nate Meier had a blood alcohol level above 0.45. He told internal affairs investigators he had gone home during his shift and drank vodka and did not remember anything until he woke up in a hospital. Meier was not charged with DUI and was not fired.

Not a current U.S. attorney that could bring charges.

I don't even see how there's federal jurisdiction. Seriously.
Looks to me that maybe the city manger was looking for someone outside of city government and the police department for a legal opinion before pushing ahead in a pissing contest with the Chief of Police and his cronies.
If that's the case then maybe the city manager is the only good guy. City managers are generally professionals not tied to local machine politics. One needs to keep a low profile to avoid pissing off any local factions that might get enough juice to fire one's ass.

Nine officers responded to the scene, including Deputy Chief Paul O'Keefe, who was the first to arrive.
“Party on East Mississippi Street! Be there or be square!”
And nothing else happened.

Why an independent investigation?
They have body cams showing that not a single dog was shot, not a single person of color was harassed, not a single door was broken down, and the officer was alive at the end of his shift.
How perfect can a job go?
Were his keys in the ignition? If not then surely someone just drove him there and posited him behind the wheel, in the middle of the street, right?
Friend of a friend was charged with a DUI just for having his keys in his pocket and sleeping next to his motorcycle. The jihad against drinking has just begun warming up, and even a return to Prohibition won't satisfy the baptists or bootleggers.

Well, it was in Aurora, a kind of shit hole area of Denver. With gang murders in the shopping mall and frequent shootings on the street, a drunk cop sleeping in his car is not their biggest problem.
Sound like a good place to go see a movie.
