Alexandria Ocasio-Cortez's Green New Deal Aims to Eliminate Air Travel

Democratic socialist Rep. Alexandria Ocasio-Cortez (D–N.Y.) today introduced a House resolution outlining her long-awaited Green New Deal. The resolution, as Reason's Ron Bailey reported earlier today, cites climate change concerns as justification for a plan that would remake the U.S. economy over the next 10 years.
The resolution's aims include "overhauling transportation systems in the United States to eliminate pollution and 19 greenhouse gas emissions from the transportation sector as much as is technologically feasible." According to an overview of the resolution, this will be accomplished, in part, by "build[ing] out highspeed rail at a scale where air travel stops becoming necessary."
In other words, the Green New Deal wants to make commercial air travel obsolete. Is this in any way feasible? The short answer is no. "It's actually probably even dumber than it seems," says Baruch Feigenbaum, assistant director of transportation policy at the Reason Foundation, the nonprofit that publishes this website.
Paul Blair, director of strategic initiatives at Americans for Tax Reform, was even blunter. "The Green New Deal reads like word vomit from a 13-year-old child asked to scribble out their bold new thoughts for a radically different America than we have today," Blair said in a email to Reason. "This includes the phasing out of American air travel."
From both a financial and practical standpoint, replacing planes with high-speed rail lines makes little sense. For one thing, "high-speed rail projects cost billions and billions," Feigenbaum says. Consider the proposed Texas line between Dallas and Houston, which could cost as much as $20 billion. Both cities, notably, are in the same state, separated by less than 300 miles. Replacing air travel with high-speed rail would mean lines connecting every major city in the country, at least. "The amount of money you'd actually need to build these lines would be so far in the trillions, I don't see how you would possibly get it done," Feigenbaum says.
Ocasio-Cortez, though, doesn't seem to care about the Green New Deal's fiscal cost. She told Business Insider last month that Modern Monetary Theory—which says the government can essentially print and spend as much money as it wants, regardless of budget deficits or national debt—should "absolutely" be "a larger part of our conversation" about paying for her plan.
Putting this dubious reasoning to the side, her goal of eliminating air travel still makes no sense. "The reason why people take air travel is generally because it's fast," Feigenbaum says, explaining that there are very few corridors where rail travel could realistically compete with planes. "If you're going across the country," he adds, then "obviously high-speed rail is not going to be compatible with air travel."
And it certainly wouldn't be too effective if you wanted to travel to, say, Hawaii. A high-speed rail between the West Coast and Hawaii would require underground tunneling, which would itself cost an astronomical amount. "I can't think of a number that's high enough," Feigenbaum says. "You're talking about more than trillions, I think, in order to build a line."
Sen. Mazie Hirono (D–Hawaii) seems to realize the impracticality of ending air travel. "That would be pretty hard for Hawaii," she said of Ocasio-Cortez's plan, according to Fox News' Chad Pergram.
There's another issue. Truly replacing air travel with high-speed rail lines would require connecting all the countless cities in the U.S. that, while they wouldn't be classified as major, still have airports. Feigenbaum pointed to Casper, Wyoming, and Provo, Utah. Both have populations under 500,000. "Are we really going to build high-speed rail to places like [these]?" wonders Feigenbaum.
In fact, there are more than 5,000 public airports in the U.S. It's hard to imagine the planning and money that would go into connecting even half of them with high-speed rail lines, or serving the hundreds of millions of people who fly in the U.S. each year. "To suggest that it's even remotely possible to transition our transportation system in this way, to handle not only the capacity of air travel but get near its efficiency is a pipe dream," says Blair.
Considering that California officials have proven themselves incompetent when it comes to constructing a high-speed line through that state, a similar project on a much larger scale would probably be disastrous. The California rail is "a waste of money" that's "ruining farms and highways, and will never work," Blair explains.
"That's what Democrats want to take national," he adds, "the abysmal failure of boondoggles that shackle taxpayers to the pipe dreams of socialists with no concern for its failures right here in America."
Ocasio-Cortez has admitted that completely eliminating air travel within the next 10 years might not be possible.
Still, Feigenbaum suggests Ocasio-Cortez and her allies in Congress have shown their ignorance in this area. "The folks who are proposing [the Green New Deal] don't really know much about transportation," he says. "It's more designed for political purposes than it is for actual implementation."

My worry is the GND is like Hillarycare. Something to sneak a foot in the door, normalize the lunacy. 10, 20 years down the road it'll be time to pass the actual GND so we can see what's in.
Also: Reason shouldn't be publishing articles debating the true cost of the GND. That's like debating the true cost of mandating frontal lobotomies for all citizens.
This is the only rational reason for putting it out. On it's merits it's DOA and therefore will never be implemented. As a package of ideas to run on for other democratic socialists it is perfect. Future campaigns will not have the burden of detailing policy initiatives, they can just say "GND!" and be done.

This is actually the correct approach. CCS is pure, unadulterated bullshit. There's only 400 ppm of CO2 in the air. Engineering a chemical/mechanical system to separate it out is ridiculously complex and costly. Trees are free, and effective.
If this were implemented the cost could be in the billions. Maybe more. But it is ambitious and totally workable. And of course, freedom of speech would have to be .... what's the word? Managed? Organized? Controlled? Eliminated? Yes, that's it: eliminated. So yeah, the constitution would have to be thrown out but imagine America without that old thing and being replaced by the GND and a few important people to decide on stuff.

Here's what Joe did: The "overview" of discussion points relating to the resolution included a broad claim that was easier to lampoon than the actual language of the resolution itself, which makes no mention of replacing air travel with high speed rail. So he conflated the "overview" for the actual resolution's text, and then cited a bunch of commenters who riffed on an absurd take of the overview as though they were commenting on the "Green New Deal" directly.
To call him a juvenile amateur would be to compliment him. Because otherwise, he'd just be intentionally misleading you lot.
So, in the best case you're arguing that the overview contradicts, or at the least, doesn't support the text.
That being said, in section 2.H they discuss overhauling the transportation system by pushing concepts such as high speed rail. They use a weasel phrase "as is technologically feasible" but supported by the language in the overview it's not in bad faith to take them at their word that they view complete replacement as technologically feasible.
It is absolutely bad faith to attribute that view to them, because it's facially absurd.

So, the cattle cars could go to just major concentrations of population. i'm trying to come up with a snazzy name for such concentrations. i'm actually pretty optimistic.

I've been laughing so much over this idiocy that I forgot to try to project what would happen if it actually passed. What would happen if Congress did decide to rebuild all buildings, replace all airliners with high speed rail, and replace all fossil fuel and nuclear power with wind and solar power, all in ten years?
Probably the first problem would be trying to actually allocate all the money needed. They'd start with studies, allocate a few billion, and then have crazy hearings to discuss priorities. Give the studies a year or two to burn through all that money, cuz you know they'd expect Congress to wise up before they had spent it.
No matter how lowball the hack estimates came in, this could not be done for less than probably $5T a year for a decade.
At some point they'd have to allocate trillions and trillions of dollars. You can't raise taxes enough to cover it; I wrote elsewhere about how even confiscating the Forbes' 400 wealth would do no good because it's not cash, it's assets, which have to be sold to be made into cash, and everyone who could buy it has had their assets confiscated too.
They couldn't borrow it. No one would loan them that much for such nonsense. The only alternative is print it.
So they print $1T just for starters, getting their toe wet so to speak.
Now how do they actually do any of it? There aren't enough workers, there isn't enough production capacity, to do any of these projects, let all of them. To rebuild every building, from houses to skyscrapers to factories and warehouses -- where would you get the workers, and where would the workers get the materials?
Prices would skyrocket, absorbing all that printed money and more. Price controls wouldn't do any good because the only way to get even 10% of that capacity is import it, and it would be fascinating how fast Europe and China laughed at their price controls. Besides which, they sure wouldn't take payment in soon-to-be hyper-inflating dollars. They'd want barter (oil, coal, food) or gold or other expensive minerals. But that would soak up workers and resources too -- we'd have to let China and Europe and Mexico send in millions of workers to mine the ore or rebuild the buildings and build the high speed rail.
I suppose an alternative is to directly barter for high speed rail itself. Both countries have more experience than we do. But that wouldn't fly with the union wage restrictions.
That's about as far as I can stretch my imagination. It simply can't keep going that way. There aren't enough workers or money in the entire world to rebuild every building in America, to replace all airliners with high speed rail, and to build all the solar and wind power stations and all the battery capacity to replace fossil fuel and nuclear power plants.

Then I started thinking about actual numbers. There are somewhat more than 120M families in the US. There is around 2/3 home ownership rate. That's 80M homes. Suppose the remaining 40M families live in apartments; if there are 40 apartments in each apartment building, that's 1M apartment blocks, insignificant next to the number of homes, but each apartment is probably half the rebuild effort of a full standalone house, so call it 100M total residences.
How many offices, factories, etc? I'd say call it 50M just because almost all working people have to work in some building somewhere, and the employment rate is something like 2/3 of the population, I think, but call it half (150M) to allow for children and the elderly, and as with apartments, the number of occupants is some indication of the effort required.
So 100M homes/150M buildings to rebuild or upgrade, in ten years. That's 10M/15M a year. It's surprisingly hard to find actual statistics on how many houses we build a year now, but just over 1M is the best I could fine.
So we're going to have to build/rebuild 10-15 times as many houses as we do now.

One google answer says 140K miles of train track in the US. Seems like a lower limit, because if you want to replace airliners, you've got to connect a lot more cities. Let's call it 200K miles of track, for want of anything better.
All has to be high speed, of course. I found one estimate for Texas high speed track, $5M per miles, double tracked. That's flat land, no switches or crossings, no stations, no yards, and especially nothing urban. Probably doesn't include land acquisition. I say double it at least, but that still sounds surprisingly low.
Let's try California's shining example. Its projected price, by politicians, has had a high of $100B for, what, 500 miles? No one accepts that on face value, more like twice. $200B / 500 miles is $400M per mile.
Sheesh, hard to reconcile those two. What the heck, call it $100M/mile because most places are cheaper than California.
$100M/mile for 200K miles is ... $20T. So we double our national debt in a decade. $2T per year.
It would take 20 years alone just to get the land rights for this and then another 20 years to build it.

I know I saw figures for the Tesla batteries they sold to Australia for their little fiasco; probably 1/100 what the US would need. Are there even enough raw materials for that much battery, let alone all the rare earths that go into the high efficiency motors in wind turbines, and all the solar cells? Not to mention redesigning and rebuilding the power lines which redistribute all those decentralized, scattered, intermittent, unpredictable power sources.
One estimate of the depreciated value of the current old-school power grid was $2T. To replace it all would have to be on the order of $10T. That's another $1T a year, not counting trying to find scarce workers and materials, and to do it all without disrupting the current power grid.

This is how socialist designed travel works. I have a trip planned to Turkey next month. It would be a 90 flight from where I am if I could fly out of my large city's airport but here is how I'll get there:
-Bus to the local train station to take train to the main part of the city
-Marshrutka (shared taxi) to the other train station
-Train to Odessa, a ride that is over 12 hours for what would be 6 hour drive in a car
-Taxi to the Odesa airport that will get us there 4 hours before the plane takes off
I literally have to leave for the airport the day before - more than 24 hours before I will be in Turkey- even though I have an airport in my city that doesn't really have flights to anywhere. In contrast, my American daughters will spend a total of about 15 hours travel time to get to same place that i halfway across the world from them.
Train rides are so long that most people take overnight trains so they can just sleep. Though they have nicer cars than this one, they sell out quickly and most people end up sharing their night with about 60 other people. And it's not just that they sell out- you never know when tickets will go on sale for the trip you want so it's always a crap shoot.

Even if you could recreate all that, one of the great things about air travel that I haven't seen anyone discuss is that it allows dynamic capacity allocation. Airlines can devote more planes and flights to a route if it becomes popular or if there's a demand surge (Super Bowl, etc.). There's a hard limit to how many more trains you can run over the same tracks, especially in urban areas with crowded stations.

High speed rail costs much more, it will require billions in property acquistion (unless she plans to just steal the right of way, which is possible) and the design, environmental studies and construction will take many decades. The speed record for a high speed train is 268 mph. turbo prop and commercial jets fly much faster than that -450 -600 mph. Also the problem with high speed trains is that just one stop on the route leaves them in the dust compared to planes. If and when HSR are built you can be damn sure politicians along the route will insist the train make a stop in their one horse town. If not , why are their taxpayers (voters) helping to pay for the train? In short , HSR have both physical and political brakes on their practicality.

I think it's a good strategy for politicians to propose absurd solutions. Congress is incapable of agreeing on simple, pragmatic solutions. So why not go for a fantasy? There's zero risk it will get passed, and no one will be disappointed if nothing come of it.

No air travel will not be eliminated but it would be a lot more efficient to use rail travel between smaller cities and large hub airports. Most of the large hubs have trains or subways to connect them to the local city, so why not go to smaller cities nearby. Yes its expensive, but so is supporting small airports. Complaining about TSA agents is a regular feature of Reason, so why not eliminate some of the TSA by shutting down smaller airport in favor of alternate transportation methods. By the way, I regularly take the bus from Wisconsin to Ohare for travel and the bus is private company and provides service through a free market.

Picture, if you would, a map of the USA, covered in direct rail lines FROM every city / metropolitan area TO every city / metropolitan area.
