Millions in FEMA Funding Was Diverted to ICE: Reason Roundup

Where the Department of Homeland Security puts its resources. Money marked for lifesaving use during natural disasters was shifted by the Trump administration to people tasked with rounding up and detaining undocumented immigrants.
Nearly $10 million was diverted from the Federal Emergency Management Agency (FEMA) budget and instead given to Immigration and Customs Enforcement (ICE)—a move that seems especially sociopathic in light of Trump's terrible treatment of post-hurricane Puerto Rico, and that is being reported just as a Category 4 storm is slated to hit the Carolinas.
The money transfer was revealed by Sen. Jeff Merkley (D-Ore.) on Tuesday night's Rachel Maddow Show. The senator's office "provided the 39-page budget document independently to The Washington Post," the paper reports. More:
It shows that DHS requested that about $9.8 million going toward FEMA efforts such as "Preparedness and Protection" and "Response and Recovery" be funneled instead into ICE coffers, specifically underwriting "Detention Beds" and the agency's "Transportation and Removal Program." The U.S. Secret Service was also a beneficiary of the reallocation.
A statement from Merkley complained that the government would transfer these resources just "to implement their profoundly misguided 'zero-tolerance' policy" on immigration.
Meanwhile, Texas residents rocked by Hurricane Harvey last year are still struggling. People in Puerto Rico—where approximately 3,000 were killed during last year's Hurricane Maria—are still struggling. But Trump said on Tuesday that his team did an "incredibly successful" job dealing with the Puerto Rico storm.
A FEMA spokesperson said the money transferred to ICE hadn't been specifically designated for hurricane relief anyway.
"Anyone who knows FEMA knows it's parsing words," Moira Whelan, a former Homeland Security official, told the Post.

Rudy Peters, the Republican nominee for California's heavily Democratic 15th Congressional District, set up a booth at this weekend's Castro Valley Fall Festival. According to an Alameda County Sheriff's Office press release published Tuesday, Fazeli "approached" Peters "in an aggressive manner and made disparaging remarks" at around 3:45 that afternoon. A later report by a local CBS affiliate indicates witnesses said Fazeli's rant was "profanity-laced."
Fazeli then, according to the sheriff's office, produced an illegal switchblade and tried to stab Peters. The knife failed to open and, after a struggle with the candidate, Fazeli fled, only to be arrested shortly thereafter on charges of "felony assault, criminal threats, brandishing a weapon and possession of a switchblade knife."

Missed by those who seemingly don't know is that a booming housing market of the kind experienced in the '70s and '00s is not a sign of economic vitality. Getting into specifics, a home purchase is not an investment. It won't render the buyer more productive, open foreign markets for same, or morph into capital meant to develop something productivity-enhancing like software. Housing is consumption, that's it. On the other hand, investment is what powers economic growth, so the very notion that a reorientation of precious capital away from consumptive goods and into production would foster economic crisis is for those who presume to comment on the economy to reveal how little they understand what they're writing about. The feverish consumption of housing was what was holding the economy down, which means a reversal of what weighed on the economy would logically be good for growth. If so, markets would have discounted housing's correction positively.
It was the massive rates of defaults and bankruptcies that finally swamped the banks. Along with bailouts.
Normally the market would constrict money supply leading up to a Recession and provide small corrections along the way, but the fed kept interests rates artificially low and 'ninja loans' were readily available. This caused a build up that was hidden and protected by the fed and HUD from normal market indexes.
Then when moral hazard should have punished all the banks that made bad choices, the US Gov stepped in and protected the bankers and bureaucrats who artificially skewed the market in the first place.

But in this universe where Congress can't even pass a simple budget, throwing a big bag of money at the President and saying, "here you go, do whatever the hell you want with it" doesn't hardly even raise an eyebrow. The rule of law is dead and nobody gives a crap.

The conditions for holding illegal immigrants were so bad, they made headlines, and the ACLU is suing, saying that those substandard conditions are unconstitutional. Hasn't Reason run stories on this, not to mention the Trump administration's struggles to reunite children with their illegal immigrant parents? It seems to me that the money for that needed to come from somewhere, and if we're talking about housing illegal immigrants vs. housing potential disaster victims that may not materialize, it might make sense to take that money from FEMA. ICE is having so much trouble finding places to house detainees, they've started holding them in federal prisons.

It seems to me that the money for that needed to come from somewhere, and if we're talking about housing illegal immigrants vs. housing potential disaster victims that may not materialize, it might make sense to take that money from FEMA.
And Trump taking it upon himself to unilaterally change the budget he was given by Congress is certainly more efficient than having ICE appeal to Congress for a supplementary appropriation. Just remember when President Kamala Harris decides Social Security needs more money and just takes a few hundred billion from the Pentagon that you're not the one who gets to decide what's "needed".

The market has a perfectly acceptable solution for this - it's called bankruptcy, and it's not just for Detroit.
There need to be negative consequences of misbehavior, and bailing them out will only encourage more of the same.
