Yeah, the General Secretary and the President are essentially the same now, and the General Secretary exerts large personal influence over the entire Party and their policies. Each one has their own 'philosophy' that guides the government during their term.

It's not like in the West, where party leaders act largely according to their party's desires. In China they form those desires. And, of course, there's no real opposition they have to negotiate with, which is where most American presidents depart from the party.

The big problem is, Xi wants to go back to the days of more authoritarianism and more communism, complete with saber-rattling. If he continues being elected (it'll be hard not to be) then we'll see more and more problems down the road.

Meanwhile, it appears that the Dade County School Board colluded with the Sheriff's office to ensure that students were not arrested for crimes to ensure that the district showed improvement in student behavior so they could get more federal money. Remember, the FBI indicted a bunch of teachers in Atlanta for helping their students cheat on state tests. No kidding, they made a federal case out it. And they are indicting people over basketball players taking money from agents. But they don't seem interested in a school board colluding with the cops to ensure criminal students are not arrested so they can scam federal money.
