Gates' change of heart is likely due to the fact that he does not have the money needed for a "high-powered legal defense" and the fact that prosecutors are expected to significantly cut down his sentence if he cooperates.

As the Supreme Court famously wrote only a few years ago (quoting a renowned law review article): plea bargaining "is not some adjunct to the criminal justice system; it is the criminal justice system." If prosecutors have no constitutional disclosure obligations in these cases, it would be difficult to say they have any meaningful obligations at all.
The government is arguing that obligating them to disclose exculpatory evidence during plea bargain negotiations would be an onerous task crippling the expeditious processing of cases while at the same time arguing that Brady disclosure is unnecessary because the issue so rarely comes into play. Which to a normal, non-lawyer-type person would seem to be contradictory positions.
Of course, people who have no idea how the criminal justice system actually works don't believe that an innocent person would agree to accept a plea bargain. But if it's some bullshit charge and you're offered a time served deal in exchange for a guilty plea versus entering a not guilty plea and then sitting in jail for the better part of a year awaiting trial because bail has been set high enough that you can't make it, what are you going to do? Especially if the bullshit charge comes down to your word against a lying-ass cop and you know you ain't winning that case anyway.
