uhhhh..... bicycles routinely hit 20 mph without electric assistance. And it seems to me that New Yorkers have been complaining about bike delivery guys since the 70's.
East Africans can regularly reach speeds of 20 mph or more. Lots of people have stories about close calls where they stepped out into the street, only to nearly be hit by a quick-moving Ethiopian they couldn't hear coming.
That's why Philadelphia law requires Joel Embiid to excitedly troll everyone as he runs by at high speed. It prevents death-by-Cameroonian.
I think 20MPH is on the high end espically in city traffic. Anyway I see these things all the time and they are routinely faster than regular bikes. Not by much, to be fair.
But yeah the real issue isn't the speed, it's that the riders often pay zero attention to anything around them and that hasn't changed regardless of what's powering the thing or whether it's a delivery guy or not.
And my point is that this seems better handled by enforcing traffic laws rather than outright bans.
I hate cyclists, don't get me wrong, but this is definitely overreach. It also has a distinct whiff of classism, targetting those who uses bikes as a primary means of conveyance.

Yes, many people use pedal only bikes for transportation, but a huge amount are cyclist health nut jackasses. Electric bikes are basically only used by the poors trying to get through their day.
No, the ban was just an oversight that became entrenched. E-bikes fell into a crack in a regulatory scheme of vehicles in which everything that isn't explicitly allowed is outlawed. When it came time to make a category to allow them, either as exempt from registr'n or a class of registr'n, anti-bike sentiment stopped it.
A fit cyclist with a good bike that is efficiently geared can go much faster than 20 mph. My bike is a performance oriented street model, and i can get up around 25 mph on a flat street without too much difficulty for at least a short period, and I'm not in the kind of shape these couriers and delivery people are.

My expectations were lower than low, because I knew that I liked the original Star Wars and Empire because of my younger age, so even if they did the best star wars ever I'd still wonder why it wasn't as good as the originals.

So to my rock-bottom expectations I found the movie OK - I never wanted a plausible explanation of the space-magic, and I like how (SPOILERS) Luke finally decides to quit the Jedi when it seems all they accomplish is train up two supervillain dictators in the ways of the Force (one of the trainers being Luke himself).
Emo Vader was done well, given that he was emo Vader, that is.
The Force seems to have adopted a new populist policy which bypasses traditional Jedi expertise and training, but then, wouldn't that fit in with Luke's disillusionment with the Jedi? But there is no central government to order them into action, because that was wiped out by Starkiller Base. The natural nucleus for an organized response to the First Order would be Leia's Resistance . . . and thus we reach the opening of TLJ. The First Order is trying to wipe out the Resistance before it can rally the galaxy against the First Order.
