According to his resignation letter, he merely discussed the troubles he and his wife were having, and the method for surrogacy they were seeking to use. Apparently that made 2 women "uncomfortable" and so he is resigning. According to him, he didn't ask them to be surrogates. He also says that both children are biologically his and his wife's, and the plan for a 3rd is to be the same, so no issue with the "method" should really have come up.
I can't see why I'd resign if 2 women in my office said "Kivlor was talking about X and it made us uncomfortable" so I'm not sure I buy the story. It was going to be investigated by the Ethics committee and he pre-empted the investigation by resigning.

I've read 3 articles on this, and it seems there are no accusations other than "he talked about he and his wife's surrogacy issues and that made me uncomfortable" at this time.

To be honest, I completely understand the desire to have this covered under sexual harassment/assault. I can't imagine that there aren't some women out there who've sat through a lunch discussion about episiotomies or a loud discussion about unknown genital itches (about which they have no clue) who feel the same way. The fact that it doesn't even really apply to these discussions (AFAIK/CT) is just proof that equality is the guise or is only de jure.

And in law enforcement you want the officers to come home safely, even if that means committing murder once in a while.

I didn't necessarily assume it was done at the workplace and, maybe falsely, working under the presumption of innocence, did assume that the incidents went more along the lines of dinner after months if not years of employment, questions about family and parenting, then discussions about social awkwardness and mutual understanding ultimately followed by an eventual broaching of the question from both of them. Rather than shoving them into a broom closet and insisting that they carry his child right now.
I mean the latter scenario is totally feasible, it just seems a waste to use such a plausible cover on such a blatantly assault-y situation.

I'm unclear as to what is supposed to be so offensive about discussing surrogacy, assuming he wasn't pressuring the women into becoming surrogates. It shouldn't be any wierder than having a clinical discussion about abortion or any other medical topic involving female baby-making parts.
Asking them to become surrogates would be questionable, but it's kind of a bit like asking people to become organ donors for a friend or family member. It's a wierd, kind of uncomfortable topic, maybe inapproriate for a boss to discuss with subordinates, but NOTHING like pressuring them for sex.
