I see how you can read it that way, but think it a mistake to do so. My reading is that he wants to get law enforcement out of the drug epidemic business and transfer responsibility for that to healthcare.
My reading of Session's position is that he is insisting that the law, as it is, be enforced. Not an unreasonable position to me.
Senator Paul, rather than whining about enforcing the law, should spend his energy and political capital, such as it is, on changing the law. First step is to convince everyone to agree on the categorization of "drug epidemic", is it a public health or law enforcement issue?

It's not a matter of "rights", but he has the exact same authority with classified information any other president does, under the relevant law (which is all Executive Orders, since AFAIK "classification" is a pure relic of the Executive branch at this level).
And that authority is plenary.
