The @*#& thing has been started and cancelled like 4 times since Jan 2015; earlier delays were because the Iraqis didnt want the Kurds to take it themselves, and then there was internal fighting within the Iraqi army... then ISIS took ramadi and fallujah, and Baghdad was like - 'Fuck the north',... but they had pretty much been "on again/off again" since July of this year.

CA provides subsidies which has kept a couple of large players in the market and I'm pretty sure they were high to begin with. But the article mentions that if the open enrollment doesn't pan out well, the rates and the players may change.
