AFAIK It's never been said that ONLY free societies create new technologies, but that free societies are much more efficient and effective at creating new technologies.
I don't know about Reason's take, but, simply put, any individual or group can make some sort of new technology. The difference is that when a government does it it does so generally without consideration towards profit, where private parties tend to have at least some notion of marketing the resulting creation.
Governments take money out of the economy and spend it on things people might not actually want, committing two sins; wasting the money on crap and preventing it from being used for something people actually want. Private parties have to make money through free trade to survive, so they are heavily incentivized to make things or do things people want to pay for.
