Why not? The people of Germany, like the people of almost any nation you can name, have no constitutionally guaranteed and protected right to free speech. Freedom of speech to those folk means the government granted privilege to say whatever the government allows you to say. That's why they don't understand the concept of rights in America and often disparage those rights. Unfortunately increasingly huge numbers of Americans don't understand that rights are far more than mere privileges either.
