...but then once the 'deal' was passed, did everything under the sun to try and provoke a reaction to get sanctions renewed. They just wanted the cash = not the actual lifting of sanctions.
Getting the cash means the regime can use that money to buy more support for themselves. If they lifted sanctions, there would be an economic boomlet that would enrich the actual citizens of the country, and consequently the political opposition as well...
They will proabably wait a few years, and then refresh this idea again when it seems like there's a new set of rubes in D.C. desperate pretend what Great Diplomats they are.
