I've read enough now to presume that FDR had no plans or the skills to develop such to accomplish ANY of his stated goals.
Some were accomplished; the successful completion of WWII, for example, but those were the result of what can only be seen as good fortune in the staffs he largely inherited. His staff selections, Garner as VP, (then Wallace, then Truman), "Pa" Watson, etc, were uniformly mediocre. His financial policies were base 'populist' crap, his approval of the internment camps, his refusal to groom Truman in the midst of a world war, all point to a dictator-wanna-be, and we were well served that he croaked when he did, and not well served that he didn't do so earlier.
