Hillary Clinton: More Gov't Spending Will Make College Cheaper, Somehow!
Calls for more state and federal spending on administrative services.


Today, Hillary Clinton is beginning the launch of her plan to allegedly make college more accessible to Americans without forcing them into huge loads of debt. Her plan has a price tag estimate of $350 billion over 10 years. Let's start with a basic description of her plan, released in advance to several news outlets. Here's The New York Times' description:
Under the plan, which was outlined by Clinton advisers on Sunday, about $175 billion in grants would go to states that guarantee that students would not have to take out loans to cover tuition at four-year public colleges and universities. In return for the money, states would have to end budget cuts to increase spending over time on higher education, while also working to slow the growth of tuition, though the plan does not require states to cap it.
Many states have reduced college spending sharply since the recession; one of Mrs. Clinton's Republican rivals in the presidential race, Gov. Scott Walker of Wisconsin, signed a two-year budget last month that cuts spending for the University of Wisconsin system by $250 million. Tuition and fees for in-state residents at public colleges nationwide have increased by more than 40 percent since 2004 after adjusting for inflation.
Mrs. Clinton would pay for the plan by capping the value of itemized deductions that wealthy families can take on their tax returns. The tax and spending elements of her proposal would need support from Congress — a tall order, since it is now run by Republicans — while the plan's goals would depend on support from state governors and legislators, more and more of whom have been Republicans recently.
I trust everybody notices what's missing from this plan, because it's been missing from every Democratic plan to "fix" the increasing burden of college costs: a single acknowledgment of why college costs have escalated so rapidly, and that is the huge expansion of administrative, non-educational staff.

To improve the nation's 60 percent college graduation rate, Clinton would offer grants to schools that invest in child care, emergency financial aid and other interventions to boost completion. Students entering college are older and have more family responsibilities than those a generation ago, yet many institutions have been slow to respond to their needs. Investing in on-campus support systems could help, as could Clinton's proposal to allow federal student aid to be used for online career training programs offering badges or certificates, rather than degrees.
Yes, that's even more money going to college administration and services, not to education. Note the emphasis on "completion" rather than education. We saw the same thing in President Barack Obama's free community college plan: incentives to push students through the system to get them their diplomas or certificates. It's not a complete free-for-all though: She wants to penalize colleges whose graduates can't repay their loans. (Who wants to bet that this guideline will result in tuitions increasing even further, not more cautious admissions and grading practices?)
The Wall Street Journal noted earlier in the month that there's growing evidence, from the New York Federal Reserve in the most recent study, that the government throwing more money at colleges is precisely why the costs are skyrocketing. Yet, Clinton proposes ramping it all up, inflating the bubble even further. She wants to target for-profit colleges for abusing federal funding, but appears oblivious to the idea that similar incentives manifest in similar results in public colleges. Take note of the recent audit showing that Syracuse University is chock full of administrators and managers who have only one or two people actually reporting to them. Take note that the University of California raised its tuition recently to allegedly improve its education, only to then turn around and increase the salaries of its top administrators.
This isn't a plan to make college cheaper or contain costs in any reasonable way. It's a plan for colleges to bite off an even larger chunk of taxpayer money in order to keep the balloon afloat.

The average family of 4 will make too much money to qualify for assistance in sending their kids to college, but will pay so much in taxes sending other peoples kids to college, they will not have enough to pay the government inflated tuition for their own children. So basically same as it is now but with more borrowing fron China and higher administrator salaries.
You've got this almost right. The family of four will not qualify for grants, so instead they will take out federally subsidized loans. That easy money will pay for tuition and continue the upward spiral of college tuition for the next set of people.

BTW, both of my children are adopted. We got no insurance or other monetary help with those very expensive international adoptions. And that was after years of infertility treatments that we paid for out of pocket. So don't assume that because couples have children that they are freeloaders.

Sounds like it's based on Obamacare, because that's exactly how Obamacare works. Now my once great healthcare plan is completely worthless and more expensive. I pay more, yet if I go to the doctor I have to pay everything out of pocket because of the 500% increase in my deductible. Also, I used to be able to get an appointment with a doctor the same or next day. Now it's a 30-60 day wait for any appointment.

My coverage from Assurant cost me just under $3k per year in 2013. In 2014, the premium for 'platinum', which was inferior to my mediocre coverage for Assurant in every way, would cost $6.7k. This year it would have been $8k.

In a lot of these European countries wiith "free healthcare", the taxes have remained high as a kite, while the "free healthcare" has morphed into a system where the state provides catastrophic healthcare and individuals are forced to buy expensive private policies to cover all that shit that used to be free, but no longer is. That has been one of the biggest shocks to me since I returned to the States. In Germany the wait staff do the transaction on pen and paper. You hand them your cash, they hand back correct change. As a customer you get really good about knowing how much cash to give to get usable coins back (I still have about half a pound of Euro pennies that I have no clue what I'm going to do with). Here in the States none of them can do addition or substraction. If I hand them 18.72 for a bill of 13.47 it'll be 5 minutes before they come out with my change.
They can't calculate change unless it comes out on the register's screen; and when it does come out you can bow their mind when you set it up to come out in a useful amount. I had a high school graduate look at me like I was doing witchcraft when my change at Wendy's came out to exactly 75 cents.

Do some retail sales work before you rant on this subject. For one thing chain store corporations seem to inevitably buy complicated and counterintuitive Point Of Sale systems (that's abbreviated POS, for cause). I know that for a long time McDonalds had bubble-keyboards (the step between actual keyboard and touch-screen) and every time I have used such it has been wonky. For another, if you work under florescent lights, in a high noise area, standing on a hard floor, by hour four you are likely to not be thinking at your best.
I think the people that believe that raising the minimum wage of fast food drones to $15/hr will help in any way are insane. But I also think that the average fast food worker is one hell of a lot more efficient, accurate, and cheerful that I would be in their place.
I did my stint at McDs back when we used paper and pen. You were the Big Guy if you took 200 orders during an 8-hour shift starting about 11 so you got to work both the lunch and dinner rush. That's an order every 2 1/2 minutes for 8 hours.
I haven't seen a "cheerful" McDonalds or BK worker in more than 20 years.

Besides the Trump Circus that everyone focuses on, what I enjoyed watching on Thursday night were all those moments where two candidates disagreed on a policy point and clearly argued it. The Christie-Paul exchange on searches was the most heated, of course, but I really appreciated seeing the Christie-Huckabee exchange on Social Security, the brief Kasich-Walker exchange on Medicaid (the moment when I wished that Jindal was at the mainstage debate), and even that demure Bush-Rubio exchange on Common Core. I kept wanted the moderators to shut up and let the candidates keep literally debating each other ?partly because I realized that this is what I wanted to see in a Presidential primary event and partly because I knew that an Democratic primary debate wouldn't have sort of moments of real policy disagreement (just candidates arguing over who best represented the demands of particular interest groups).

College students aren't "consumers", they're our future. No amount is enough to secure our future.

First, college should be guaranteed by government as a basic human right. To that end, college should be made affordable by a system of large federal subsidies. But colleges should not be allowed to discriminate between applicants on the basis of merit or ability. College should be open to all, regardless of their history or genetic disposition. This is, of course, an expensive proposition, so in addition to subsidies, college should be mandated to help spread around the cost of education to all of society. An informed electorate is a wise electorate, so individuals should be compelled to attend classes. If they only want a few classes, they're welcome to take a bronze package. If they want more, there will be silver and gold packages, too.
In only a few short years prices will fall and the intellectual health of the country will improve dramatically.

As far I can tell from reading about it, Tesla's cars are really just a way for Musk to get investment for his actual product, the battery systems that he's been developing (look at the Hyperloop designs and even some of the SpaceX models; they're predicated on new styles of batteries so as to reduce fuel weight) ? although why he figured that a snazzy-looking shell would compensate for the total lack of a real infrastructure for electric cars (especially with the boutique model that the company uses to sell/repair/cover up for the lack of service economy for them). If he had just gone for the less sexy direction and specialized in building a new generation of capital industrial machinery that runs off more efficient batteries, all those new industrial plants (for computers and such) going up in the Southwest and California would probably be knocking on his door without the complications of federal loans.

I've seen one, ever. And in this neighborhood, cars of that cost are fairly common. So I'm thinking they are not that popular.
In northern California they are becoming increasingly common to the point where I see one every day. And this is on a 12 mile commute hours from the bay area. I think they are hitting saturation. While the vehicle is an impressive piece of tech it is only desirable to a narrow population segment.

There're only sold and serviced at Tesla locations and there's still no real national infrastructure for recharging electric cars. Therefore, you only see them in certain areas around where they're sold and serviced. Here in New Jersey, there was the major dust-up with the state "Coalition of Automobile Retailers" over direct sales (a lot of states also still band direct sales by companies and dealers, so that's another issue) that was only resolved a few months ago, so I'm seeing them start to appear now that Tesla's opened their locations in-state. But it's a matter of cost, demographics, infrastructure, the legal loopholes of who can actually retail cars in what states ?it's not surprising that Musk wandered into a market that's hard for anyone to get into (notice how rare it is for a new company to enter the automotive field; even new labels are rare ?there was big new when Saturn was added by GM in the 90s ?but over recent years you labels being folded and companies merging/being bought out even before matters like GM's "union insurance company with an automotive diversion" is considered)...

Scott Walker slashed Wisconsin university spending by $250 million, only to turn around and in the same budget bestow an identical $250 million on the Milwaukee Bucks basketball club to build a new playground for billionaires stadium.
