Seven employees of New Jersey's Vineland Developmental Center have been charged with endangering the welfare of a disabled person, and five of them have been charged with official misconduct and falsifying or tampering with records. The charges came after a resident of the center had to have a hand amputated because of poor medical care she received at the facility. She'd fractured a finger, and medical staff wrapped it so tightly she developed gangrene.
