Also it's a nonprofit which means they are collecting ridiculous salaries at the top, peanuts at the bottom and presenting themselves as self-riotous do gooders.

Skipping a percentage is one of the primary tools in money laundering, and therefore a job requirement.
BA in accounting? For a bookkeeper? Why?
My grandmother never graduated from high school, but was a bookkeeper for trucking and logistics companies all her working career.
Yeah, that was what got me wondering. My wife ran all the finances for a medium-size non-profit for a decade, but no accounting degree. She could teach accounting, though.

It's like HR reps come from an alternate universe where colleges are on the cutting edge of every fad and technology, rather than this universe where the course material is 20 years outdated.

What's funny is that to get my AAS in Accounting 20 years ago, I was required to take more actual accounting courses than were even offered by OSU in it's BA program. Back then you could sit for the CPA with an AAS. Not anymore though.
I think NJ requires Bachelor's + 30 at this point.
In my experience, they don't really mean that.
Every job comes with a list of requirements just to keep the absolute unqualified from even attempting. Otherwise, you just get a bunch of random people who say "Hey, there aren't any required qualifications! I could be a book keeper!"
Any good candidate could talk his way past anything like that. Unless the government is involved (i.e., you need a drivers license to drive a truck, etc.)
It would be kind of funny if they did require it given all their articles about the worthlessness of college degrees.
Usually, an application without all the check boxes gets booted by HR before any sentient creature ever sees it. So there's no opportunity to talk your way past it. Yeah, ironic, given the number of Reason articles questioning the Credentials Race.

If you can get 50% of the boxes, you are generally a good fit.
Of course, this works better with a company that doesnt have an HR department or even a full time HR person.
Miss one and you never get past HR. They've got a pile of resumes, and there's plenty in that pile with all the boxes check. Sometimes it's even done by a computer sort first, in which case you don't even get to an actual human, sentient or not.
And don't underestimate CYA. If someone doesn't work out and you're the schmuck who let them through with something missing (even if irrelevant to the reason they didn't work out), your ass is on the line.
Totally this. My dept is trying to hire a network engineer, not having a BA gets the resume ignored. That's a great way to make sure that particular position goes unfilled for a long, long time.

Any bachelor's degree. I've not known many that bothered, since that has historically been a job where all you needed was some certifications and experience. Everyone else on that team was hired without one, but now HR's in charge and HR demands boxes.

I once had a company pay me more than $70 per hour to design and build a test automation framework for them, but they wouldn't hire me for the full time permanent (and infinitely easier) job of maintaining it because I don't have a degree
Often the degree requirement is just fluff, but not always, some companies are serious about it.

Actually there are a number of nice neighborhoods in LA. And you can affordably live where you work just about anywhere.

When you say "halfway decent" and "sane" in the context of DC, you must be thinking of entirely different factors and metrics than I am.
The DC area, to me, is very conservative (not politically). If you're a button down type of person, it's a good fit. Not so great for "free spirits."

A degree in accounting today is the equivalent to a high school education from the early 90's. Don't knock Reason for requiring the same qualifications for a bookkeeper as Kohl's does for working a register.
