DETROIT, MI—The city's high poverty belies its ability to sustain major business developments, Wayne County Sheriff Benny Napoleon said Tuesday.

The Detroit mayoral candidate unveiled a neighborhoods plan this week, centered around an ambitious goal of luring $3.15 billion in business development spread across the city's seven districts.

He wants to create seven anchor projects that would become neighborhood social and business centers, supported by six new public safety service centers and nine new fire/EMS stations.
