In Ontario, people have donated some 40,000 pounds of aid to the Windsor Lifeline Outreach for victims of the Oklahoma tornadoes. But U.S. Customs and Border Protection is refusing to allow the donations into the country. Officials are treating it as a commercial shipment, which means each food item must have a certificate from the U.S. Food and Drug Administration.
