Houston police ticketed James Kelly for "disturbing the contents of a garbage can." Kelly, who is homeless, said he was only looking for something to eat.

Disturbed or merely annoyed?
Considering what the contents of a garbage can normally have to tolerate, the company of a homeless guy would only be slightly annoying.
Maybe even less than this comment.
A good observation - I will go ask the trash can in the break room what it would think of a homeless guy rummaging around in it. I suspect it to be a bit aloof, being an office trash can and all.
The trash can should have Tweeted a picture of the homeless guy and gotten him fired.
But the homeless guy could have claimed he was a protected class - wait, are Freegans protected?
At most, the trash can would have been fired by its own company.
He's lucky he didn't get the Kelly Thomas treatment.
By the time the government types are finished with us we'll all be looking for something to eat in trash bins.
Patriotism is the last refuse of a scrounger.

So the next time a cop goes looking through someones trash looking for evidence, they will be cited as well?
No, I thought not.
One justification for such laws is to prevent identity theft and other invasions of privacy. If I leave a lawnmower on my front lawn for my neighbor to pick up, and a homeless person comes by and grabs it, that's theft, no? So what's wrong with a law allowing only the garbage collectors to take my garbage that's left out?
