Voter Turnout, Margin "Astronomical" for Obama in Some Philly Wards
99% for Obama with 90% turnout in some districts
Some Philadelphia neighborhoods outdid themselves in Tuesday's presidential election.
In a city where President Obama received more than 85 percent of the votes, in some places he received almost every one. In 13 Philadelphia wards, Obama received 99 percent of the vote or more.

It really came out 114% Obama. They had the good taste to round down to 99%.
Sadam used to regularly get 99% of the vote too.
Yeah, this is exactly what I was thinking. 99% isn't a number you see in elections unless you're talking about corrupt African countries.
