No More Foreign Aid Funding For Defense Department's Delusional Nation Builders, Says Bill Easterly
Today in The Guardian, Bill Easterly describes how U.S. foreign aid programs have been "taken over by national security interests, abetted by delusions of nation-building" since George W. Bush announced increased aid funding in 2002:
The resultant failures overshadowed notable successes in more traditional aid programmes like health. These disasters and the neglect of more feasible poverty relief failed to sustain the compassionate constituency evident earlier in the decade.
Easterly therefore reccommends building a "firewall" between Defense and U.S. aid programs. If you're going to fund foreign aid, you may as well do things like vaccinate kids against deadly diseases or provide antiretroviral drugs to HIV-positive patients instead of throwing funding at too-grandiose-not-to-fail nation-building efforts.
Yet half of U.S. aid increases following President Bush's announcement went to Afghanistan, Iraq, and Pakistan. "Another fifth," Easterly notes, "went to other violent, corrupt or autocratic places where 'nation-building' also had little chance of succeeding, such as Colombia, the Democratic Republic of the Congo and Ethiopia."
As Congress considers whether (or where) to slice foreign aid funding, you'd think that money for extravagant nation-building programs would look like warm butter. Still, Easterly writes, a current House proposal features smaller cuts in aid to Afghanistan, Iraq, and Pakistan than anywhere and everywhere else on the planet.
As I wrote in a recent piece about the Millennium Villages Project, George Soros et al. dropping loads of money on aid projects for a handful of African villages might improve those villagers' lives. But it isn't likely to lead to long-term development. Similarly, U.S. aid programs may be able to vaccinate a lot of children around the world, but don't expect them to build successful nation-states anytime soon.

I always find it funny when many who call themselves conservatives decry nation building in the USA yet jump on the bandwagon for nation building around the world, especially when the US military is involved. The same people who rightly think that the government can't efficiently do such work in the USA can think that it can magically be done overseas where they don't know the language, the culture, the ethnicity, the politics, the religion, etc and where the work will be done by people who rotate in and out of country for six months or a year.

The reason why the military started managing foreign aid is that we started doing aid projects in combat zones. And the military was the only one with the people and the ability to provide security to do the aid.

Nobody sane or semi-sane or capable of at least doing a passable imitation of sanity likes nation-building.
Nation-building sucks.
With regard to foreign-aid, though, we don't need to be doing federally-funded AIDS programs or vaccination programs, either - at least not for purely humanitarian purposes.
Foreign aid is part of foreign policy. It should be used to advance U.S. foreign policy - to address problems that present some real danger to U.S. interests.
So, providing assistance to a country surrounded by leftoid moonbat neighbors, especially when that nation is on your own side of the world and leftoid moonbatism has been the latest rage on the continent to the south of your own, may be something that advances U.S. foreign policy.
On the other hand, providing gruel to kids in some far-off, inconsequential backwater country simply for the sake of helping kids who don't have food to eat, is not a wise use of federal tax money.
That's not to say that feeding starving kids in some third-world ongoing catastrophe is a bad thing or unworthy of your money - it's just that YOU ought to be the one who decides to SEND IT.
Not the government.
It seems to me that many foreign governments view the receipt of foreign aid as a long term economic enterprise. It is not a means to an end - it IS the end. Being on the international dole is the entire end-state of their national economic strategy. Much of the money that banana republics take in ends up paying for jet set lifestyles of the political elites.
People in the third world aren't poor because of nonexistent transportation infrastructure or because of a lack of water or because of a lack of hydroelectric power. People in the third world are poor because:
- Investments are not safe there (lack of impartial judicial systems to enforce contracts and protect private property rights)
- People are not safe there (violent crime and batshit-crazy warring factions make travel, business, or just plain physical presence on the ground extremely dangerous to utterly suicidal)
- The social contract between governments and the governed is completely, utterly broken there
Now, someone might say, "Hey, from eminent domain abuse to Government Motors and Solyndra, you could make some of these accusations about our own government!"
Yep. But obviously, we aren't doing nearly as badly so far as say....Sierra Leone.

It's interesting that just about every country on earth, unless they are on hate list, gets some kind of aid. Even semi-rich countries, like China and India, get something.
Curing kids of polio and feeding the starving is nice, but the original form of foreign aid was bribing foreign princes and their courtiers for influence. It looks like a lot of our aid is that, under the cover of "helping" and "development" - maybe some of just to buy stability in shitholes.
