U.N.: "Any Means Necessary" on Libya
At 6 PM, the United Nations will vote on a resolution to take "any means necessary" (i.e. military action) against the Qaddafi government, as its forces close in on the rebel stronghold of Benghazi. In a speech broadcast on Libyan radio, Qaddafi promised that the "drug addicts" controlling Benghazi will be eliminated tonight and they won't be shown "any mercy." An Al Jazeera live shot from Benghazi shows the streets packed with anti-Qaddafi demonstrators, which can be seen here.
The Guardian says military action is imminent, likely to start just hours after the resolution passes:
A source at UN headquarters in New York said military forces could be deployed "within hours" of a new security council resolution calling for states to protect civilians by halting attacks by Muammar Gaddafi's forces by air, land and sea.
The resolution would impose a no-fly zone over Libya – but a no-fly zone was no longer enough, the source said. "The resolution authorises air strikes against tank columns advancing on Benghazi or engaging naval ships bombarding Benghazi," he said.

I'm curious as to just what military assets will be used to impose a no-fly zone, target armored columns, and sink Libyan warships.
Last I heard (and its been a week or so) the US didn't even have a carrier in the Mediterranean. Are there major NATO strike groups warming up on airstrips in Italy that no one has mentioned before now? Is there a naval group steaming just over the horizon from Libya that has escaped everyone's notice?
Or is this whole thing carefully timed to make it look like the West did its best, darn it, but was just a little too late?

This resolution strikes me as typical magical thinking, on par with the belief that outlawing X means X ceases immediately. I don't think we have weeks, and may not even have days, to stop Gaddafi from taking Benghazi.

I'd imagine a rerun of Bosnia is what's envisioned here. There's the added advantage of the flatness of Libya making targets easier to acquire. The downside is that Libyan artillery, which is probably the target most crucial to keeping the rebels from getting crushed, is relatively mobile. Bases in Egypt or on carriers would probably be necessary to find and eliminate it all.

My recollection is that after-action investigations showed little damage to military assets in Bosnia. Lots of decoys blown up, sure. What did the trick there was attacks on infrastructure, and it took weeks.
Perhaps we'll use all those bases we built in Iraq to bomb the shit out of Libya. You know, sunk cost and all.

Technically the US could launch drones/missiles/planes/refuel planes from Ohio....everything it needs to take out Libya's hard targets.
Of course those type of assets are very expensive and presumably otherwise occupied with Irag/Afghanistan/defending US proper.

The timing is exquisite. Here's a scenario:
(1) UN votes to use force Thursday night.
(2) Gaddafi enters Benghazi Friday morning.
(3) The first handful of planes show up Friday afternoon, chase off warships, circle city while battle rages.
(4) Friday night, no-fly zone bombing starts, finishes Saturday morning. Brutal house-to-house fighting continues in Benghazi, to which Libyan air assets would have been irrelevant.
(5) Saturday evening: Roads to Benghazi from Tripoli cut. Night-time supply runs across desert largely unaffected.
(6) Wednesday: Emergency releif forces land near Benghazi. Gaddafi mercenaries filter back to Tripoli, carrying heads of rebel leaders as trophies.
Quaddaffffi's son said essentially that yesterday in a broadast on Libyan TV. He essentially said that a no-fly zone would be irrelevant because they'd already be in Benghazi before the U.N. could enforce it.
I don't think entering Benghazi will be that easy. They're having difficulty entering Misurata.

Well, I suppose under the 1973 War Powers Resolution, Obama would have to notify congress within 48 hours of having US forces sent into combat, and get approval within 60 days. That is if the President decides to have US forces help enforce the no-fly zone. Under international law, a Security Council resolution does not commit US troops, but merely authorizes any country that wants to enforce the no-fly zone to do so. In theory, the US could say "OK people, you have your resolution. Anyone who wants to enforce it have at it, but we will sit this one out".
I would say the best approach would be to try to negotiate a cease-fire between the two sides, possibly with a UN peacekeeping force to monitor it (the blue helmets would not necessarily have to be supplied by the US). The US could use the threat of vigorous action under the resolution to get Qaddafi to agree to the truce; while telling the rebels that if they refuse a cease-fire, the US might stay its hand and allow them to be crushed.
A cease-fire would give the rebels a chance to explain their grievances and what kind of government they wish to establish; while buying the world some time to figure out what to do next. I am not sure what kind of compromise would be possible between the two sides if the rebels are demanding he step down and he is refusing (he can't really half resign). I suppose the international community could order an election be held (administered not by Qaddafi's people, of course, but by the UN or some impartial body, and with safeguards in place to ensure fairness). I suspect Qaddafi would lose any fair election, and perhaps the rebels would be amenable to getting rid of him that way, especially if it looks like their only other option is to lose a civil war. I would also like to hear from the rebels about what kind of constitution they have in mind in terms of protection for free speech and individual rights.
I think the USA should let the UK and France supply the military might to keep the peace in Libya. Any Americans who believe that they need our help are free to join the French Foreign Legion.
