Delia Gluckin, 80, had just left her New York City apartment headed for the subway, when she tossed a newspaper into a city trash can on the sidewalk. A Department of Sanitation worker spotted her and immediately ticketed her $100 for tossing "improper refuse" into the can. City rules bar putting household waste into the cans.
