Why should an employer be prevented from settling on whatever collectively bargained terms he wants? If he doesn't want the workplace to require union dues for non-unionized members, he should take that up during bargaining. Or hell, drop the union altogether.

The point is, a collective bargaining decision is reached through free will by the employer. Which means the terms are nobody's business. He can negotiate however he wants, and concede whatever he wants. It's his business.

First, he was in the act of throwing away a piece of paper that nobody would have seen at all if the teacher didn't intercept it. So exactly how they could claim that he was "interfering" with anything other than the empty state of a trash can is highly suspect. And "highly suspect" is a euphemism for "bald faced lie".

But the kicker is that they seem to really believe that trumping up a bullshit charge and making sure that he has a criminal record and legal expenses is somehow in the best interest of the child. Anyone who thinks like that should immediately be disqualified from any sort of government work, or any work involving children.

Moreover, why is a partial government shutdown bad? Essential government functions will still be in effect, and continuing resolutions, for the most part, make it easier to track government expenditures.
