Tessie Collins is 17, but she is developmentally disabled. Her mother Ann says she has the mental capacity of an 8-year-old. Tessie also has a tendency to pinch people who "invade her space," according to Ann. So she wasn't surprised to hear Tessie had pinched a teacher and another student at Georgia's Haralson County High School. But she says she was stunned to learn the school resource officer had arrested Tessie for the pinchings, charging her with simple battery and obstruction of a law enforcement officer.
