The problem with a "bipartisan" commission on a cooling off period is finding any Democrats who will partcipate in such an exercise honestly. You cannot get agreement if one party is ideologically opposed to the very premise of "cooling off".
I think Gillespie was talking about rebranding gridlock as a cooling off. I don't think the Dems will go along with the rebranding, but they'll have little choice but to go along with the gridlock.
Rebranding is a damn good idea.
Hell, I think branding members of Congress sounds like a good idea. Preferably on the forehead.
