Al Jazeera reports:
Recently, [China] passed a regulation requiring major NGOs to transfer all donations for the magnitude 6.9 earthquake [in Yushu] earlier this year, and pass that money on to local administrators.
Officials say this is to better track -- and better use -- some of the $1.57 billion US dollars in donations that have come in to help victims. But such a move has never happened before, and this sets a precedent which some say is a step backward for civil society in China, putting NGOs firmly under the control of the government….
"We are rebuilding this city into a modern, environmentally-friendly city,' [Xie Xiaoping] said. "This means reconstruction efforts will require scientific planning and organisation. All government and private charity money will be used following our plans….Planning and reconstruction is not something up to individuals."
He appeared to confuse the type of work NGOs do, adding: "It is not for some person to say, 'I would like to build a hospital' and then you build a hospital. It is not for some person to say, 'I would like to build a school and then you build a school.'"

Isn't it ironic that the Chinese are the ones blurting out that the libertarian emperor has no clothes.

This is not an uncommon occurrence.
AJ is a real news organization.
It's not hard to scoop media outlets who don't want to publish something.
One of the reasons I like to give to NGOs for charity is the efficiency. More of money actually goes to relief than when it's funneled through a government. China has, in one fell swoop, pretty much ensured I won't be giving to Chinese relief any time soon.
You better check the NGO's out individually
I have seen some of them overseas and they spend a lot of money on expensive SUV's, fancy hotels and good living. I am not saying that there are not good ones but there is a lot of people in the NGO business for the good living. Especially the ones who get taxpayer money and there are a lot that do.
The sad thing is, I could see the Obama administration floating this idea - and then hurriedly retreating after it received hot loathing from everyone not in line on the gravy train.
You mean like taking the compensation cash from BP and "administering" it via the federal Govt.?

Charity begins at home. Until the benevolent can no longer afford to give. Then the appropriators of their wealth claim victory over private choice and action and appropriate even more, all in the name of charity and compassion.

No it is for you to say; " Rebuild my offices in splendor." and then it happens. That other crap can wait. Besides, if they actually feed the orphans, westerners will stop writing checks.

Are you sure this is about China? A local hospital wants to build here in Pensacola ... have to go through so much red tape, show certificate of need, to a government board staffed by competitors, is rejected. I cannot build a school; I can only homeschool on the permission of the government. If I invite a single other kid over, then I have to abide by so many regulations that I must hire someone to run the paperwork, and not teach school myself.
In Chinese America, the schools (and hospitals) build you.

This is good news for two reasons:
1. Non Governmental Organizations must be monitored and regulated by the government, else anarchy ensues.
2. The economy is helped by the creation of new civil servant, union membership required jobs.
So that's why joe doesn't post here anymore. He got an urban planning job in China.
It's not modern and environmentally friendly unless it has a giant dome over it.

Been to China, quite alot, seen their cities of yesterday, today and tomorrow. God help them. Rememebr the 'Birds Nest" from the olympics of just a few years ago. Now it's a great big steaming pile of crap, literally. Science in China is what the party decrees it will be.
Agreed. You see the brand new, shiny beautiful buildings. They are all impressive while you're driving by. Then you get closer and see the advanced deterioration in relatively new buildings. You see the poor workmanship, the half-done details. They only hope is that they continue to grow so fast that they continue to tear the buildings down before they fall down.
