GOP's "Tread Boldly" Budget Doc About as Useful as a Bucket of Armpits
Reason Contributing Editor and San Francisco Chronicle scribe Carolyn Lochhead takes a look at the GOP's new 15-page booklet "Tread Boldly," which is supposed to stop the "reckless spending binge" that, well, began under a Republican president and Congress. The headline sums up the waste of paper the report signifies: GOP leaders lack concrete plans to reduce debt.
Among the ideas for reducing the nation's $13 trillion debt (mislabeled "deficit" in the pamphlet) is a call to "eliminate unnecessary and duplicative federal programs," a well-worn bullet point that fails to name any such program. Others, such as canceling what's left of the bank rescue and President Obama's stimulus in addition to freezing federal hiring, are slightly more specific but yield sums nowhere near what's necessary to tame the rising debt.
The document calls for extending $3.1 trillion in expiring Bush administration tax cuts, the vast majority of which Obama and Democratic leaders wholeheartedly embrace, except for the tax cuts for high earners. Defense spending, which has more than doubled since 2001, dwarfing every other budget category, goes unmentioned. The most telling omission is Medicare, the jet engine of U.S. deficits….
GOP leaders…ruled cuts to Medicare off the table in this year's health care debate by eviscerating Democrats for trimming the program to pay for health care to the uninsured and casting themselves as protectors of seniors. Republican leaders have similarly ruled the defense budget and tax increases off limits, ensuring that the debt would continue to soar should they assume power.
They have ignored a bipartisan plan to slash military spending by almost $1 trillion over the next decade. Among other things, the proposal by Reps. Barney Frank, D-Mass., and Ron Paul, R-Texas, would remove thousands of U.S. troops stationed in Japan and Germany since World War II, arguing that the United States is subsidizing its rich allies.
The Frank-Paul proposal, called "Debt, Deficits & Defense," argues that the defense budget has grown so large that it is weakening U.S. security by endangering the country's economy.
Reason columnist Veronique de Rugy gets in the zinger:
"Republicans don't have a plan" to cut spending, said Veronique de Rugy, an economist and budget expert at George Mason University's Mercatus Center and a conservative think-tank veteran. "I don't want to even say they've given up on free-market ideas, because that would be too nice to them."
Read more. The story is depressing but dead-on in detailing how the GOP, which has snubbed Rep. Paul Ryan's (R-Wisc.) semi-serious budget cutting plan, is full of crap when push comes to shove. They have proven themselves time and again, in word and deed, incapable of seriously grappling with reducing even the rate of growth of spending, let alone absolute, year-over-year cuts. In noting the Paul-Frank plan on defense spending, Lochhead's story also suggests that the real solutions are likely to come from unlikely alliances that reach across party lines. Certainly both parties got us into the mess and it's likely that both will need to get us out on some level. That sort of happened during the late '90s, even though spending was never actually cut.
Look for a special issue of Reason this fall that will make specific suggestions to trim the federal budget six ways to Sunday. In the meantime, offer up ideas in the comments!

When I try to come up with the beginning of the "reckless spending binge", I go back to the thirties. Where, oddly enough, the Dems held the Presidency and the Congress.
Grossly unfair to the GOP... the purse string are held by CONGRESS, and since the 1930s the only time the Republicans had control was a few years in the 1940s and 1950s, where they WERE fiscally conservative (cut spending, etc), and 1994, where the Congress for the first time in a generation balanced the budget, and without raising taxes but cut spending lower than GDP growth.
The REAL times when spending shot up? 1930s. 1964-1968. 1970s. 2006-2010 ... consistent theme? Democrats in Congress.

Name another sector other than the military that the Democratic party will allow one cent to be cut from.
Rep Barney Frank and other urban Democrats have called for cutting or ending farm subsidies. Even Michael Dukakis propsed this when he ran for President.
Of course farm state Democrats join with farm state Republicans to keep them going.
GOP Congress under Armey and Gingrich cut them, the Dems under Pelosi and Reid greatly expanded them. After the Dems increased spending by 40% in 4 years and quadrupled the deficit. ... NOBODY outspends the Democrats on ANYTHING.
End Dept.'s of Energy, Education & Commerce, for starters, then end all subsidies for all businesses.
None of that will dent it though. The big problems are SS, and Medicare. If those aren't fixed nothing else matters.

I'd keep Commerce and change its purpose to ending state restrictions on interstate business (like not allowing consumers to purchase insurance across state lines). But it could be seriously pared back. And I'm with you on the rest.

The government ignores other amendments, why would it pay attention to that one?
"Level funding" for 3-5 years. Take it or leave it ... the government has unmatched bargaining power.
Is it realistic to think that politicians will voluntarily reduce the amount of resources they can get their hands on? It's like asking King Kong not to snatch up airplanes and hot chicks or Godzilla to not stomp buildings. It's in their nature.
10% cut across the board. No exceptions. This applies to public sector employee pay as well. Reduce 5% per year until we have the budget cut in half. The politics can be where to shuffle the deck chairs around, not adding more of them.
What's sad is that it would be relatively easy to cut government spending with abandon right now, under cover of the economic crisis. Granted, some spending would remain politically difficult to reduce much--like SS or Medicare--but that leaves plenty of room to destroy and eliminate large swaths of government.
Yeah there was a post here a while ago--forgot which thread--where some sharp commenter here cut the budget by like 40 percent without touching defense, SS, or Medicare. Basically you would have to elimiate or slash pretty much everything else. It's doable, at least in the abstract.

I would be surprised if the tea party types were able to take control over the established goons, first of all, and secondly I really doubt their constituents really want massive spending cuts anyway. Do they really have the stomach for defense cuts? What about the feel good shit that progressives will hammer them on, like abolishing the Dept. of Edjimication, mandates for Medicaid and SCHIP? What about flipping public sector unions and government workers the bird - how will that play in Peoria?
The only way the Republicans have a chance at redemption (for me, anyway) is if their entire current leadership, all their talking heads, and all their big money supporters commit seppuku at noon on tax freedom day in Lafayette Park. For the pro-establishment constituents, they can sell home-suicide kits as a fundraiser. Only after those fuckers are gone will it be possible to get some people that are disinterested in the idea that government is here to save us and interested in saying "no" to spending on a regular basis.

It is my understanding that the Obama stimulus raised non defense domestic spending by 50% accross the board. How about eliminating that? Or better yet promise to go back to the big spending Bush years by capping total spending at 2004 +inflation levels.
I bet that piss any gesture alone would go a long way to solving the deficit. But neither party will do it because they are beholden to the parasite class not the country.
And the Republicans are just signing their own death warrants. They are getting one last chance. If they don't do something, there will be a serious third party by 2014 at the latest. And the Republicans will go the way of the whigs.

Social Security and Medicare: make them both voluntary, and make them financed entirely out of those voluntary payments. Anyone can permanently opt out of paying, if they also agree to permanently give up any benefits whatsoever, including the benefits allegedly "accrued" to them.
OK, that reduces the federal budget by over half.
Get rid of the unconstitutional stuff like the Department of Education, and you're down to 10-20% of the current spending.

1. Be honest with the American people and tell the truth about the impending bankruptcy of SS and Medicare.
2. Say that before you cut one person's social security or medicare, you are going to make sure that everything else that can be cut will be cut. That puts liberals in the position of arguing to cut social security and medicare to fund their cronies.
3. Don't worry about federal pay levels. You can do that later. Worry about employee levels. That means eliminating things. Start with
1. HUD
2. OSHA
3. Agriculture
4. FEMA
5. Education
6. Energy (but move the nuke stuff over to DOD)
7. DHS (replace it with an integrated border enforcement agency. Get it out of the emergency management, infrastructure protection and local LE business)
8. TSA let the airports go back to ensuring their own security
9. Labor
Eliminate all of that. And then see where you are on the deficit and go from there.
Since these are all festering wounds of the executive-branch, what stops the Prez from issuing a shitload of pink-slips and an executive order or two? Like a reverse-FDR.
The 1974 budget act. If Congress appropriates the money, the President has to spend it by law. I have always thought that law was ripe for a Constitutional crisis. 1. Gradually phase out Social Security--the less you have paid into the system the less you will get. Get rid of it entirely for the youngest workers.
2. Cap the Medicare budget and apply income limits. Bill Gates and Warren Buffet can afford their own health care.
3. Get rid of unconstitutional/duplicative departments--Education, Energy, Commerce, HUD, and doubtless others.
4. End the War on Drugs, at least the federal version. Let states decide how to enforce drug laws.
5. End Medicaid. Let states worry about how to provide health care to their poor. Cap funding and give it to states in block grants.
6. Get the troops out of Iraq and Afghanistan, except for the number required to protect vital US interests there. NO nation building. They can build their own nations however they want to. While we are at it, shut down most overseas bases--Europe can pay for its own defense.
7. End all federal subsidies, beginning with farm subsidies. Businesses can stand or fall on their own merits.
8. All Federal employees get paid at levels comparable to the private sector, with defined contribution retirement plans they are responsible for.
That would be a good start.
Also forgot, eliminate TSA and Homeland Security. Let airlines and the myriad other federal LE agencies worry about airline security.

Even if the GOP were sincere about cutting the budget, going into specifics before the election would be absolutely insane.
For instance, if they say they want to cut back on electric eel abatement programs, the Dems will drag a weeping mother before some committee or other to explain how her daughter was killed by electric eels and no amount of deficit cutting will bring back her little girl. Then the three networks and CNN will run the story 20 times a day for a week, giving us updates from eel experts and maybe even stream video an undersea eel-cam to show how dangerous they are to our way of life.
This is exactly why the GOP is being as vague as possible as to what spending they would cut. Well, either that or they aren't at all sincere in the first place.

It's odd, whenever lists of "federal departments to be eliminated" comes up, the DEA is almost never listed. Getting rid of that useless, destructive organization would be a huge win.

I don't think even with all they steal through asset forfeiture they can pay for 200,000 people in prison. At $25,000 a year, that's $5 billion. Add to that all of the salaries of the DEA goons, the billions we waste giving to foreign governments, etc. etc.
Very true. And the ATF as well and a whole chunk of the FBI. I would totally reorganize federal law enforcement. I would get the FBI out of the ordinary criminal business altogether. It serves no function anymore. In 1925, I could knock off a bank in Georgia and go to California and no one would know who I was. That created a good reason to have a federal interstate law enforcement agency. But those days are gone. State and locals communicate with each other instantaneously. Is there any reason why the FBI should investigate bank robberies rather than the local cops?
The FBI ought to do two things; anti terrorism and government corruption and nothing else. Those are two areas that the states really can't do by themselves.
I would put the FBI out of justice in in the same cabinet department with ICE and CBP and USSS and have on federal LE agency that only does specifically federal crimes (border enforcement, counterfeiting, terrorism, and government corruption).
The sad reality is that Med/SS are still the third rail of politics, and after GW Bush's attempt to privatize a portion of Social Security failed so spectacularly Republicans would rather shoot themselves in the foot than let democrats make the claim that they are going to take away their SS checks and Medicare coverage.
Paul Ryan's plan is a start, and it's a damn mess more than anything anyone else has proposed. We can fault the republicans for not following or supporting plans like this but it's disingenuous to say that they haven't proposed anything.
Step 1: Leash the Beast.
(1) Cap each department's budget at 2003 levels. This year's tax receipts are about equal to the entirety of 2003 expenditures.
(2) Close most overseas military bases. Leave a couple of big ones in strategic places in case we need to stage troops there. Out of South Korea, out of Europe, etc.
Tell the Iraqis and Afghanis to get their shit together - if they can't put a decent country together on their own in a couple of years, they never will. Plan to be completely out of those two crapholes in no more than three years.
Step 2: Grow the Base/Economy
(1) Tax reform. Dramatically simplify the tax code. Get rid of income tax and go with a VAT, or get rid of all "social engineering" deductions and lower rates.
(2) Regulatory reform. A lot of this could be done by executive order: repeal whole volumes of the Code of Federal Regulations. If Congress wants to save any of it, they can damn well pass a law with veto-proof majorities.
Step 3: Entitlement Reform
(1) Entitlements of all kinds are funded out of a separate tax that is enough to cover that year's transfer payments and no more.
(2) Phase out Social Security for younger workers a year at a time.
(3) Raise the eligibility age for Social Security over time.
(4) Eliminate Medicare and Medicaid and replace with a voucher system for catastrophic health insurance.
There. Problem solved.

I'm still trying to figure out why everyone is such a fan of Paul Ryan. Yes, the Roadmap is impressive, but based on his previous voting record in the House, there is absolutely no evidence that he would actually vote for his own plan.
He voted for the Auto Bailout. He voted for TARP. Jesus... the man voted for Medicare Part D - and now is saying that Medicare needs to be cut? He helped cause the problem!
Why does anyone think this is anything more than a political stunt? He knows the rest of the GOP won't back him, so he has nothing to lose in pushing a plan that makes him look good, but he'll never have to stick to.

The Feds must have some prime assets to sell. I have no idea how many or how much they would bring, but I remember reading that most of Nevada was federal. Not saying that it would wipe out the debt, but it would at least soak up some of that TARP money that will eventually pour into the system.
Wonder if a compromise could be worked out: The Demogogues sell Arizona and the Repubes sell California to the Mexicans. EZ Credit terms available.
How in the hell can someone who is a Reason contributing editor and possibly a Libertarian, also work for the People's Daily Chronicle? Back in the 60s an Education Committee member of the U.S. Communist Party told me he could get anything he wanted in the Chronicle as long as he worded it right, and he demonstrated that to me several times. I haven't seen much change in the Chronicle since then.
Just checked out the poll at SFGate. Funny how the same people which say rich people aren't going anywhere if we raise taxes are the same people which later complain about companies not paying taxes or jobs moving overseas.
Deficits are driven by rising health care costs. We can more than afford everything else we currently pay for if we can control those costs.
