The Utah legislature may finally make it legal to collect rainwater. The state senate is considering a bill that would allow people to collect rainwater in underground tanks or above-ground barrels. Of course, they have to register with the state and tell it how much water they've collected. Under current state law, all rainwater is considered property of the state.
