That's One Way to Stop the Complaints
Marshall Pappert doesn't like living near Silhol Builders Supply. In fact, he and other neighbors have complained repeatedly about the noise and dust and traffic they say the company generates. And inspectors did cite the company twice for air pollution violations. But Pappert and others said the problems persist. So Pappert wrote and called Pennsylvania state officials, Allegheny County officials and Bridgeville city officials again and again. Finally, a message he left asking borough manager Lori Collins to do something or resign got action. Police arrested him for harassment. A local TV reporter asked Police Chief Bogats if Pappert cursed Collins. "No." Did he threaten her? "No." Bogats said that under Pennsylvania law if a person harasses, annoys or alarms someone else it's harassment. Apparently, he is right. A judge found Pappert guilty.
