Who among the members of the 109th Congress still believes in informed consent of the governed? According to the Federation of American Scientists' Secrecy News, it's a Republican former Attorney General of Texas: "Senator John Cornyn (R-TX) is emerging as a new congressional leader on freedom of information policy and openness in government." Cornyn recently penned an article [PDF] sketching out his "ambitious open government agenda" for the new session of Congress, and making several welcome commonsensical points, such as:

Any party in power is always reluctant to share information, out of an understandable (albeit ultimately unpersuasive) fear of arming its enemies and critics.
