Thinking Problem
Oklahoma state Rep. Fred Perry wants to ban drinking on all Okie college campuses and force schools to revoke a fraternity's charter if it's caught multiple times with booze. But students point out it's already illegal for students under 21 to drink, and those laws haven't seemed to stop binge drinking.
