Southern California Air Quality Management District rules require private employers to reduce the number of workers who drive to work. Complying with these rules, many firms require workers to pay for parking. In downtown Los Angeles, monthly parking fees can range from $65 on up. But local governments are exempt from those rules, and many provide free parking for workers. In fact, the Los Angeles Unified School District is considering building a $40 million garage in downtown L.A. for several thousand bureaucrats.
