Tragic Commons?

I've been intrigued for a while by proposals to create "spectrum commons," so I'm eager to closely read a new law review article by Duke University law professor Stuart M. Benjamin, who argues that private spectrum ownership will better support the emergence of "abundant networks" if those are feasible.
