Speed Trap

The British government is studying a proposal to mandate that all cars be equipped with satellite tracking devices. The devices would allow the government to move to a user-pays form of financing for highways, where drivers are charged for how much they drive, where they drive and when. But it would also allow the government to levy speeding fines even if no police official actually observes the speeding violation.
