A Few Bits at a Time
The 1999 Internet Tax Freedom Act explicitly bans state taxes on Internet access and "discriminatory" taxes which appliy only to Net services. So how is it that states are hitting digital subscriber lines and other Net services with what can only be called Net-specific surcharges? By calling the taxes "telephone" fees rather than "Internet" fees.
